Job Summary:
The Project Field Engineer/CSU Manager (PFE) will engage across multiple disciplines and/or subcontractors to facilitate the planning, coordination, and management of construction quality assurance, quality control, supervision, and startup activities. This role plays a crucial part in providing technical guidance to construction engineers and superintendents, ensuring compliance with design specifications and quality standards. The PFE will accept systems and components from installation teams and transition them to the customer operations team, ensuring they are tested, energized, and operational as per project procedures and contractual obligations. This position reports to the Site Manager.

Major Responsibilities:

  • Support Field Engineering tasks, including material verification, subcontractor support, field inspections, work package development, and quantity tracking.
  • Provide engineering assistance to Superintendents, ensuring adherence to cost and time schedules while verifying materials, equipment, and quality to meet design specifications.
  • Collaborate with Superintendents and subcontractors to develop construction schedules.
  • Assist in coordinating subcontractor field activities and liaise with site management on contract administration tasks, including changes and client interactions.
  • Review and lead the preparation of construction estimates, cost engineering studies, schedules, and budgets while analyzing scope, time, and resource requirements.
  • Evaluate project controls documentation to monitor progress against cost and schedule benchmarks.
  • Maintain data integrity for punch list items within the database.
  • Guide the preparation of quantity listings for field-purchased materials and equipment.
  • Assist construction engineers and Superintendents in interpreting design documents, planning material deliveries, and ensuring adequate warehousing for environmental protection.
  • Address constructability issues in coordination with Design.
  • Verify vendor bids for material and/or equipment compliance with specifications.
  • Review technical documents, specifications, purchase orders, and inspection reports to provide on-site support and guidance.
  • Develop a process for tracking and maintaining required site permits and licenses.
  • Ensure proper maintenance of construction engineering documentation.
  • Oversee the organization and coordination of the startup team’s activities.
  • Actively participate in the planning and execution of system testing, including direct involvement in testing and administrative activities.
  • Direct and monitor startup and operations at the project site, which may involve reviewing design for operability, preparing operations manuals, and coordinating construction during field checkouts and pre-commissioning stages.
  • Prepare turnover documentation, including test records and procedures.
  • Supervise and direct subcontractor personnel in commissioning activities (e.g., meter and relay testing).

Education and Experience Requirements:

  • A bachelor’s degree (or equivalent) is required along with a minimum of 5-7 years of relevant experience, or 9-13 years of relevant experience in lieu of a degree.

Required Knowledge, Skills, and Abilities:

  • Comprehensive understanding of all aspects of construction operations, particularly focused on engineering, construction, and startup activities.
  • Proven leadership experience managing small teams and overseeing testing activities on Bechtel projects, preferably in electrical disciplines.
  • Excellent communication skills to effectively motivate team members and clearly articulate plans.
  • Proficient in word processing, spreadsheet, and database software.
  • Strong problem-solving capabilities.
  • Highly organized with proficient time management skills.
  • Ability to prioritize effectively to address competing demands.
  • A minimum of five years of experience in utility-scale power generation and distribution, with at least three years in commissioning, maintenance, or operations of combined cycle generation facilities.
  • Five years of experience in testing and maintaining solar systems, including inverters, medium voltage switchgear, transformers, and power distribution systems, with a focus on calibrating protective relaying systems.
  • Experience in solar power projects is desirable.
