Be a part of the city you love! The Office of the Chief Financial Officer – Assessors Division is currently inviting applications for the position of Supervisory Appraiser IV.
The Supervisory Appraiser IV role is a managerial position focused on overseeing the work of subordinate employees, ensuring accountability for the quantity and quality of the work produced, while promoting efficient and cost-effective operations. This position encompasses a variety of supervisory responsibilities, including planning, organizing, and reviewing work, managing human resources matters, and effectively communicating with employees and union representatives regarding employee-management issues. Subordinates in this role include Supervisory Appraisers, Appraisers, other professionals, and paraprofessionals engaged in appraisal work.
As appraisal professionals, Appraisers are responsible for gathering, verifying, and analyzing diverse types of information to establish an estimate of market value for real and personal property as of December 31st each year. Key responsibilities of Appraisers involve ensuring the accuracy and completeness of assessments and reports, while also understanding the strengths and weaknesses of appraisals that the Government may leverage for settlements or testimony development. Appraisers must possess knowledge of assessment methodologies, valuation techniques, as well as related laws.
Key Responsibilities:
– Supervise a team of supervisors, professionals, and paraprofessionals involved in the inspection and appraisal of real and personal property, as well as annual assessments of residential, commercial, personal, and industrial properties.
– Plan and prioritize work for subordinates; develop schedules for the timely completion of tasks; assign work based on priority, assignment complexity, and employee capabilities.
– Evaluate subordinate performance; provide guidance, counseling, and instruction on both work-related and administrative matters.
– Conduct interviews for positions within the unit; make recommendations for appointments, promotions, and reassignments.
– Address and resolve employee complaints; escalate unresolved issues and group grievances to higher-level supervisors; recommend appropriate disciplinary actions, if necessary.
– Consult with specialists regarding training needs; identify the developmental and training needs of employees in collaboration with the Chief Learning Officer; facilitate or arrange for suitable training programs.
Minimum Qualifications:
– Education: A Bachelor’s degree from an accredited college or university, with major coursework in accounting, business, or public administration.
– Experience: A minimum of five (5) years of total experience, including four (4) years in appraisal and at least one (1) year in a supervisory role overseeing appraisal professionals. Proficiency in integrated word processing and spreadsheet functions is essential.
Equivalency: Equivalent combinations of education and experience that provide the required knowledge, skills, and abilities will be assessed on an individual basis.
