Job description:
The Classification and Compensation General Manager is tasked with overseeing and directing the Classification and Compensation Division. This pivotal role involves providing leadership for the classification and compensation programs and functions, which includes the development, interpretation, and recommendation of program goals and objectives, policies, procedures, and courses of action. The General Manager is charged with managing classification and compensation activities in accordance with established guidelines and sound administrative practices, aligning with the organization’s mission, values, and goals.

Reporting directly to the Chief Classification and Compensation Officer, the General Manager holds comprehensive responsibility for leading the Classification and Compensation function, ensuring efficient service delivery to internal customers while adhering to all applicable laws, rules, and regulations.

Key Responsibilities:
– Provide vision and leadership for planning, project coordination, and management to facilitate efficient operations that meet both current and future business needs.
– Plan, direct, train, and supervise staff daily, including task assignments, performance evaluations, and recommendations for career development and progression.
– Support the planning, management, and coordination of the Classification and Compensation function and its associated activities.
– Serve as the liaison between customer departments and the Classification and Compensation Department, conducting market evaluations and job analyses.
– Offer strategic advice to enhance city-wide employee classification and compensation functions through data analysis, consultation, and action planning to drive organizational effectiveness.
– Ensure consistent application of HR policies and procedures.
– Collaborate with directors and division heads on compensation-related issues, job specification creation, FLSA evaluations, and market analyses.
– Assist in establishing compensation best practices in partnership with the Chief Classification and Compensation Officer.
– Conduct retention and turnover risk analyses and develop strategies aimed at retaining top talent.
– Identify opportunities to mitigate risk through thorough analysis and enhancement of policies, along with providing necessary training to managers and employees.
– Interpret federal and state employment laws and regulations, including FLSA, FMLA, ADA, and HIPAA.
– Support the development of detailed justifications for proposals or initiatives within the budget process.

Minimum Qualifications:
– A Bachelor’s degree in Human Resource Management, Business Administration, Public Administration, or a related field.
– A minimum of seven (7) years of management or supervisory experience, including five (5) years of direct involvement in compensation functions.
