Job description:
Under the guidance of the Information Technology Services Manager, the Senior Programmer/Systems Administrator will be responsible for the installation, upgrading, and monitoring of software and hardware systems. This role entails maintaining and modifying custom software solutions through a comprehensive process including planning, analysis, requirement establishment, design, development, integration, testing, implementation, verification, and ongoing maintenance. Furthermore, the position involves providing training and support to the entire agency.

Key Responsibilities:

– Develop and modify existing reports and dashboards using SQL and SSRS, retrieve data for reporting, and recommend changes or the creation of new programs, reports, and dashboards to fulfill agency objectives. Responsibilities also include the installation, configuration, and administration of MS SQL databases and Reporting Services.

– Create new or modify existing agency-developed computer/web applications using .NET (VB, C#, and ASP.NET), HTML, XML, PHP, and TSQL.

– Assist in the development and modification of computer/web applications, reports, and process automation. This includes providing application support, troubleshooting, resolving issues, performing root cause analysis, and aiding in the resolution of problems.

– Conduct research and analysis on hardware, software, and user capabilities to determine system sustainability, evaluate performance, and make recommendations for enhancements.

– Assess network security, promptly notifying supervisors of any issues or concerns; define user access levels and control data accessibility.

– Train users in the effective use of program applications and assist in resolving application-related issues; support employee training on Office software and any developed or packaged software.

– Respond to the department help desk inquiries, offering technical assistance and support. Provide on-site or remote help to end-users regarding personal computer maintenance, troubleshooting, and problem resolution, including password resets and account administration.

Minimum Qualifications and Requirements:

– A Bachelor’s degree in Information Technology, Computer Science, or a related field.
– A minimum of five (5) years of experience in SQL administration, .NET system design, development, implementation, and user training and support.
– Acknowledgment and understanding that Public Health – Dayton & Montgomery County adheres to evidence-based and evidence-informed public health practices rooted in scientific research, including health promotion theory and practice, environmental health measures, and communicable disease control measures.
– Awareness that the use of tobacco or nicotine products, in any form including replacement therapy products and medications for smoking addiction, is prohibited for all hires post January 1, 2014.
– An active commitment to participating in public health emergency responses, crises, outbreaks, or incidents as determined by the Health Commissioner, which may involve changes in duties and work hours/locations.
– Successful completion of Incident Command System 100 and National Incident Management System 700 training within 90 days of hire.
– A valid State of Ohio driver’s license and insurance for any personal vehicle used for work-related activities.

Preferred Qualifications:

– A Master’s degree in Information Technology, Computer Science, or a related field.

Part-time seasonal employees (scheduled for less than 40 hours) do not accrue vacation.

– Intermittent and Temporary Employees: Long-Term Sick Leave accrual is based on hours worked.
