Job description:

The selected Program Manager will oversee key Innovate Ohio projects at the Ohio Department of Public Safety, specifically managing the following duties:

BASS 2.0 Phase 1:

  • Collaborate with the Senior System Analyst to ensure the completion of Phase 1 activities.
  • Manage all daily, weekly, and monthly core project management tasks.
  • Serve as the primary point of contact for day-to-day project operations.
  • Coordinate the Phase 1 testing efforts across all IT and business unit stakeholders.
  • Work closely with project leadership to develop and document the Phase 1 rollout strategy.
  • Take responsibility for executing the rollout strategy effectively.
  • Create and publish a weekly status report using a predefined format.

BASS 2.0 Phase 2:

  • Guide and co-develop the project application development strategy in collaboration with IT Management and the primary IT Supervisor responsible for BASS 2.0.
  • Handle all daily, weekly, and monthly core project management tasks.
  • Act as the primary point of contact for day-to-day project operations.
  • Participate actively in the application development strategic planning process.
  • Publish a weekly status report using a predefined format.
  • Mentor and guide DPS IT business analysts allocated to the project.
  • Maintain ownership of the project log, cooperating with both IT and business teams during bi-weekly sprint planning to ensure comprehensive and accurate story cards.
  • Oversee all project execution activities in collaboration with stakeholders.
  • Responsible for the coordination of the project rollout to all internal and external locations and users.

BASS Legacy Support:

  • Collaborate with the BASS Leadership team to identify functionalities to be included in the 6-9 yearly BASS releases.
  • Lead initiatives to determine and document each functional change in every BASS release.
  • Develop and publish weekly status reports using a predefined format.
  • Create and present a quarterly long-term BASS Release Planning document.
  • Ensure thorough testing is conducted for each story card within every release; actively intervene as necessary to facilitate progress.
  • Coordinate with the BASS Team and business units to assess the implications of new legislation on Legacy BASS.

Required Skills:

  • A minimum of eight (8) years of verifiable experience as a full-time delivery project manager and/or senior business analyst.
  • At least four (4) years of direct experience working with end-users to define requirements and provide technical guidance in a large-scale environment.
  • Three (3) years of demonstrated experience interviewing non-technical end users to document current business process flows.
  • Two (2) years of experience in Business Process Re-engineering.
  • Ability to effectively transfer BA knowledge to others.
  • Strong multitasking abilities with a focus on meeting strict deadlines.
  • Keen attention to detail regarding requirement changes.
  • Experience in a collaborative, team-oriented agile environment.
  • Familiarity with TFS (Team Foundation Server) is preferred.
