Job description:

This position is not part of the Civil Service system. Employees of the Detroit Water & Sewerage Department (DWSD) are subject to specific provisions outlined in Court Orders issued by the United States District Court, Eastern District of Michigan, Southern Division, Case No. 77-71100, concerning certain terms and conditions of employment. Furthermore, DWSD does not acknowledge reversion rights for internal candidates.

The Health and Safety Manager is responsible for planning, developing, implementing, administering, directing, evaluating, and maintaining programs essential for ensuring a safe and healthy environment for employees and visitors while safeguarding the Detroit Water & Sewerage Department from potential losses. The position involves collaboration with the Detroit Water and Sewerage Department, the City of Detroit’s Risk and Safety Leadership, and federal agencies to ensure adherence to applicable codes and regulations.

This role necessitates close cooperation with a diverse array of internal customers and stakeholders and significantly influences operations. The incumbent will act as a subject matter expert in health and safety standards, best management practices, compliance, construction safety, and education and training. A deep understanding of local, state, and federal regulations, including MiOSHA and EGLE, is required. Essential Job Functions:

  • Ensure compliance with governmental and state health and safety standards within the department by developing and implementing relevant initiatives.
  • Monitor and coordinate the removal of physical, biological, and chemical hazards.
  • Provide training to employees on safety policies, procedures, and regulations.
  • Verify compliance with health and safety regulations, maintaining and preparing necessary records in accordance with established guidelines.
  • Manage participation in Occupational Safety and Health Administration (OSHA) inspections, supplying inspectors with appropriate documentation and identifying safety measures.
  • Ensure project completion on schedule and within budget.
  • Oversee the Environmental Health and Safety (EHS) team regarding projects, tasks, operations, and their daily performance.
  • Ensure that project milestones and departmental goals are achieved while adhering to approved budgets.
  • Collaborate closely with on-site security teams as needed, following safety and security policies in executing work responsibilities.
  • Provide on-the-job training for employees as required.

Related Job Functions:

  • Maintain effective relationships with Operations leadership and actively participate in Operations staff meetings.
  • Collaborate with Human Resources Managers and the Labor Relations team on safety training requirements and investigations.
  • Work with the City of Detroit’s Workers’ Compensation/Risk Manager on follow-up tasks and related projects.
  • Manage monthly Safety and Accident Review Committee meetings.
  • Develop and conduct presentations for the Board of Water Commissioners.
  • Compile statistics, prepare reports, and maintain accurate records of safety violations.
  • Manage maintenance of the OSHA/MIOSHA log.
  • Assist with Workers’ Compensation cases and develop related documentation as required.
  • Ensure contractors working on DWSD property comply with safety policies and procedures.
  • Contribute to the development of safety guidelines and related Environment, Health, and Safety communications and educational materials.
  • Perform additional related duties as assigned.

Supervision Exercised:
This position functions under the direction of the DWSD Organizational Development Director and entails supervisory responsibilities over the Environmental Health and Safety Office.

Required Knowledge, Skills, and Abilities:

Knowledge of:

  • Federal and Michigan Occupational Safety and Health Acts (OSHA and MIOSHA).

Required Education and Experience:

  • A Bachelor’s degree with a specialization in Environmental or Occupational Health and Safety.
  • A minimum of 1 to 3 years of experience in Safety Management or as a Safety Supervisor.
  • Experience in construction safety practices.
  • A minimum of 1 to 3 years in planning and executing successful safety programs across various occupational environments.
