The Office of the Chief Financial Officer – Procurement Division is currently accepting applications for the position of Project Manager & Analytics Specialist IV.
Position Summary
The Project Manager & Analytics Specialist IV (PMAS IV) will be responsible for leading a team of subject-matter experts to deliver measurable results, enhance operational efficiency, and ensure compliance with all relevant federal, state, local, and internal regulations, policies, and procedures within the Office of Contracting and Procurement (OCP). The ideal candidate will possess expertise in Lean, Six Sigma, or other process improvement methodologies, along with strong audit management skills and proficiency in technology, including the Oracle Enterprise Resource Planning (ERP) system and data analysis tools. This role is vital in driving innovation and maintaining the integrity of procurement processes through effective project management and advanced technical capabilities.
Examples of Duties
- Conduct data analysis utilizing various database sources and formats for research, systems, and report design.
- Assist stakeholders in interpreting generated reports and operational interfaces, providing guidance for improved functionality.
- Support the implementation of divisional goals, initiatives, and strategic plans.
- Develop and execute initiatives aimed at enhancing work processes.
- Promote data-driven decision-making at all organizational levels.
- Lead process improvement initiatives that include automation, aimed at increasing the capability and efficiency of reporting efforts.
- Analyze complex proposed reorganizations of City departments.
- Manage all phases of project development and execution from inception to closure.
- Present analysis results in a concise and effective manner to ensure stakeholder adoption.
- Produce summarization reports and operational interfaces that effectively communicate research findings.
- Recommend enhancements to business results, operational efficiencies, and system experiences through thorough analysis.
- Provide supporting information to validate research outcomes.
- Implement best practices in data management, ensuring quality standards are met across advanced data management activities (e.g., acquisitions, reorganizations).
- Monitor and report on project milestones and status to project sponsors.
- Collaborate with the Chief Procurement Officer (CPO) and Deputy CPO to manage change control and maintain consistency in change management across the Department.
Leadership & Collaboration
- Lead a multi-functional team of experts to achieve strategic objectives, maintaining accountability for project outcomes.
- Foster collaboration among stakeholders across City government, ensuring alignment with organizational goals.
Process Improvement & Optimization
- Employ Lean, Six Sigma, or similar methodologies to pinpoint inefficiencies and implement optimized, scalable processes.
- Spearhead initiatives to redesign workflows, enhance performance, and minimize operational waste.
Audit Management
- Oversee internal and external procurement audits, ensuring timely responses and resolution of any findings.
- Design and implement audit frameworks and risk mitigation strategies to enhance compliance.
- Maintain accurate records and documentation to facilitate successful audit outcomes.
Technology Administration & Innovation
- Manage the procurement module within the Oracle ERP system to optimize its functionality and address technical issues.
- Collaborate with IT professionals and consultants to troubleshoot ERP challenges and implement system improvements.
- Utilize advanced data analysis tools (e.g., Excel, Tableau, Power BI) to create dashboards that provide actionable insights.
Data Analysis & Reporting
- Analyze large datasets to reveal trends that support decision-making and inform evidence-based policy development.
- Create user-friendly dashboards and tools that offer stakeholders transparent and actionable data.
Policy Research & Development
- Conduct comprehensive research on federal, state, and local procurement regulations, best practices, and emerging trends.
- Recommend updates to policies and procedures, incorporating insights from external experts and procurement teams in other jurisdictions.
Financial Analysis
- Integrate principles of financial health, cost management, and pricing strategies into procurement decision-making.
- Provide financial insights that align with process improvement and cost-saving objectives.
Standard Operating Procedures
- Maintain and update the Office of Contracting and Procurement’s Standard Operating Procedures (SOPs) to ensure they reflect current best practices.
- Ensure adherence to SOPs department-wide through comprehensive training and ongoing monitoring.
Additional Responsibilities
- Carry out other duties as assigned by the Chief Procurement Officer or Deputy Chief Procurement Officer in support of the OCP’s mission.
Minimum Qualifications
Education
- Bachelor’s degree in data analytics, project management, business, management, or organizational development.
Experience
- A minimum of four to five (4-5) years of project management experience with significantly advanced levels of responsibility.
Preferred Qualifications:
Education & Certifications
- Bachelor’s degree in Public Administration, Business, Engineering, Finance, Information Systems, or a related field (Master’s degree preferred).
- Certification in Lean, Six Sigma (Black Belt preferred), or other recognized process improvement methodologies.
- Certifications or training in audit management or information systems (e.g., CISA, CIA, or equivalent) are advantageous.
Experience
- At least five (5) years of experience in project management, procurement, or a related field, with a proven history of process improvement and effective audit management.
- Demonstrated experience with ERP systems (Oracle preferred) and overseeing technical projects.
Technical Skills
