The Office of the Chief Financial Officer, specifically within the Procurement division, is inviting applications for the position of Contract and Procurement Specialist III.
Position Summary
The role of Contract and Procurement Specialist III encompasses responsibilities related to managing, supervising, performing, or formulating policies for the acquisition of supplies, services, construction, or research and development. This can involve purchasing, renting, or leasing through a variety of methods such as delivery orders, formal advertising, and negotiation procedures. Key responsibilities include evaluating contract price proposals, as well as administering, terminating, and closing out contracts. Candidates must possess a strong understanding of policies and procedures concerning delivery orders, purchases, commercial supply sources, and standard business practices related to sales, pricing, discounts, units of measurement, deliveries, stocks, and shipments.
Key Duties and Responsibilities
The essential functions of Contracting and Procurement Specialists include, but are not limited to:
- Soliciting, evaluating, negotiating, and awarding contracts with commercial entities, educational institutions, nonprofit organizations, and state or local governments for the provision of products, services, construction, or research and development for the City of Detroit.
- Ensuring compliance with contractual terms and conditions through diligent contract administration, including resolving obligations-related issues.
- Analyzing and negotiating the termination of contracts, addressing claims and proposals as needed.
- Evaluating cost or price proposals and assessing accounting systems data for reasonableness.
- Planning, establishing, and reviewing contracts, programs, policies, or procedures.

- Researches supply sources for specific commodities and identifies new products to fulfill designated needs.
- Validates requisition accuracy, referring to departmental specifications for approval or modification.
- Authorizes requests for proposals, quotations, and formal purchase requisitions.
- Engages with engineers, architects, owners, contractors, and subcontractors regarding cost estimate adjustments.
- Consults with clients, vendors, and construction personnel to address estimates and resolve issues collaboratively.
- Manages contract negotiations, renegotiations, and administration with suppliers and vendors.
- Oversees contract terminations, negotiating settlements for claims and proposals.
- Maintains and reviews records of procurement transactions, including costs, deliveries, and product performance metrics.
- Evaluates contract performance to ensure compliance and assess the need for modifications.
- Tracks market conditions and trends affecting supply and demand.
- Analyzes inventory and sales data to develop strategic purchasing initiatives.
- Prepares comprehensive estimates supporting vendor or subcontractor selection.
- Conducts vendor interviews and inspects supplier facilities to assess products, services, and costs.
- Compiles cost and expenditure reports on a regular basis throughout project duration.
- Establishes cost monitoring and reporting systems to evaluate project cost-effectiveness and develop progress reports.

Minimum Qualifications
Education
Candidates must possess a bachelor’s degree from an accredited institution, with a focus on business or public administration, finance, purchasing, or a related field.
Experience
In addition to the educational prerequisites, candidates for the Contracting and Procurement Specialist III level should have a minimum of three (3) years of progressively responsible experience in procurement and contracting.
Equivalency
Equivalencies based on combinations of education and experience will be assessed on an individual basis.
