The Role

Responsibilities:

  • Serve as the Technical Subject Matter Expert (SME) on enterprise-wide systems.
  • Oversee the implementation of products and services requiring substantial Commonwealth oversight.
  • Interpret, process, and analyze data to develop insightful business and operational dashboards.
  • Manage the maintenance and troubleshooting of existing and future monitoring tools, including System Center Operations Manager, SolarWinds, Sight-Line, and Squared-Up.
  • Identify opportunities for improvement in current processes and tools to enhance service and product quality.
  • Create Azure Monitor resources and formulate Log Analytics queries.
  • Develop, document, and maintain automations for on-premises and cloud environments.
  • Construct, document, and maintain SOAP/REST/JSON/API calls using PowerShell or other compatible programming languages.
  • Ensure connectivity of monitoring tools to endpoints, including troubleshooting as needed.
  • Generate comprehensive documentation for new processes and update existing documentation as necessary.
  • Record incidents and issues impacting monitoring services.
  • Collaborate with the enterprise change manager to ensure standardization of processes and adherence to documented workflows.
  • Partner with the Enterprise Incident Manager to ensure consistent application of Standard Operating Procedures (SOPs) in incident and problem management.
  • Monitor incident and problem resolution activities for timely service restoration and effective root cause analysis.
  • Manage and document operational procedures and responses from NOC teams related to service delivery and incident management.
  • Ensure organized and secure documentation of all processes and workflows for future reference.
  • Establish and maintain SOPs for all relevant operational functions.
  • Promote the transition from informal, person-dependent workflows to formal, role-specific processes.
  • Develop and implement a process documentation workflow that captures and updates all operational procedures regularly.
  • Facilitate clear communication regarding changes, incidents, and problem management across the NOC.
  • Create and manage distribution lists for both technical and non-technical stakeholders (ETSO) to ensure timely dissemination of NOC updates.
  • Enable self-management options for distribution lists to streamline organizational communication.
  • Collaborate closely with NOC staff to maintain effective communication on change, incident, and problem management on behalf of NUTSO.
  • Foster collaboration across departments to synchronize efforts in incident, problem, and change communication.
  • Adhere to and formulate recommendations aligning with executive public and enterprise policy objectives concerning the delivery of Commonwealth IT services.
  • Utilize the ServiceNow Change Management tool to submit requests for changes.
  • Lead the development of policies and procedures that align with Commonwealth standards and directives.
  • Participate in enterprise change management meetings to ensure that enterprise-level service configuration and access changes do not adversely impact supported locations.
  • Provide ongoing data submissions related to network availability, problem resolution, and infrastructure enhancements for inclusion in monthly and quarterly customer Service Level Agreement (SLA) reports.
  • Design disaster recovery plans for the agency’s network infrastructure and participate in regular plan updates and testing exercises.
  • Review technical manuals and literature, and participate in seminars, conferences, and training to stay informed on new information services, products, and developments in network technology.
  • Perform additional related duties as assigned, including those outlined in the CoG Plan when activated. Respond to designated alternative locations as directed in the event of a catastrophic incident.

Ideal Profile

Qualifications:

  • Minimum of 5 years of experience in SolarWinds administration/deployment.
  • At least 5 years of experience in Ansible administration/deployment.
  • A minimum of 3 years of experience with Log Analytics in Azure.
  • 8 years of experience in MS Windows Server administration/deployment.
  • Minimum of 3 years of experience in Linux Server administration/deployment.
  • At least 5 years of PowerShell scripting experience.
  • A minimum of 3 years of experience in Incident Management.
