Job description:
Under general supervision, the position involves conducting occupational safety programs, investigating safety issues, and recommending corrective actions to enforce City and Departmental safety standards. The role also includes supervising Assistant Safety Officers and supporting staff.
Key Responsibilities:
– Investigate accidents and review accident reports to establish facts, identify causes, and determine areas at high risk.
– Develop strategies to reduce accidents and collaborate with engineering and health authorities to eliminate potential and existing hazards.
– Conduct routine on-site surveys and inspections, as well as special investigations of work operations and premises to identify unsafe conditions and work habits.
– Prepare detailed reports on survey findings and recommend corrective actions to mitigate unsafe practices.
– Review plans and specifications for new equipment, facilities, and operations to ensure compliance with established safety standards.
– Serve as a liaison with State safety compliance officers.
– Perform follow-up investigations to verify the elimination of safety violations.
– Assess departmental needs for specialized training programs related to employee safety; plan, schedule, and/or conduct such programs.
– Collaborate with division heads, subordinate supervisors, and union representatives to garner employee support for safety objectives and to enhance the effectiveness of safety programs.
– Prepare cost-benefit estimates for proposed safety measures and recommend the purchase of safety equipment.
– Compile statistics, prepare reports, and maintain records related to safety violations, job injuries, and Workmen’s Compensation cases.
– Liaise with attending physicians and injured employees regarding medical treatment, prognosis, and progress to prevent misuse of Workmen’s Compensation and sick leave provisions.
– Confer with and provide reports and recommendations to superiors, Risk Management, and Law Department staff regarding Workmen’s Compensation claims.
– Testify in disputed Workers’ Compensation cases.
– Instruct and train staff on relevant requirements, policies, and procedures.
– Evaluate employee performance, provide counseling, and assist staff with professional development.
– Adhere to Departmental safety procedures, including the proper use of designated personal protective equipment.
Minimum Qualifications:
– High school diploma or G.E.D.
– Two years of college education with coursework in occupational safety standards and practices; preferably holding a Bachelor’s degree in a related field.
– A minimum of two years of experience in planning and executing successful occupational safety programs across diverse occupations and exposure to hazardous work environments.
Supplemental Information:
At the discretion of the HR Director and Department Director, the two years of college education may be substituted with an equivalent combination of education and experience that provides the necessary knowledge, skills, and abilities.
