DTMB Agency Services is seeking a highly skilled Business Analyst 4 to deliver exceptional customer service while supporting both project initiatives and work requests. This role presents an exciting opportunity to engage in ongoing projects aimed at implementing innovative IT solutions designed to enhance efficiency and public service. These IT solutions will utilize cutting-edge technologies and involve collaboration with subject matter experts, vendors, and the public.

Key Responsibilities:

  • Serve as the primary liaison between DTMB and project stakeholders, ensuring effective communication and collaboration.
  • Employ expert facilitation and elicitation techniques to develop strategies and gather requirements for future enhancements and related work projects.
  • Play a pivotal role as a member of the DTMB Agency Services Business Analyst team, actively participating in various work requests and contributing to overall operational activities.
  • Exhibit a thorough understanding of SOM DTMB processes, coupled with strong facilitation skills for requirements elicitation.
  • Conduct gap fit analysis and refine requirements for active projects.
  • Provide exemplary customer service, acting as an advocate for Agency compliance with DTMB policies and practices.
  • Acquire a rapid understanding of applicable constraints and enablers to assist Agency Partners in navigating challenges, ensuring project success.

On a typical day, responsibilities will include attending various standing meetings related to ongoing projects and BA team activities. The individual should confidently discuss current activities, actively listen to stakeholder needs, and provide insightful contributions to help meet meeting objectives. Additional tasks will involve preparing for and facilitating discussions with stakeholders to conduct analyses, drive consensus on requirements and priorities, and document session outcomes in notes, specification documents, and/or user stories.

Business Analyst Position General Description:

  • Facilitate requirements elicitation meetings and conduct gap fit analysis and requirements refinement.
  • Review, analyze, and evaluate business systems and user needs, formulating systems aligned with overall business strategies. Proficient in business process reengineering and leveraging technology to solve business challenges. Knowledgeable in industry standards, business process mapping, and the development of solution options, risk assessments, and financial analyses (e.g., cost/benefit, ROI, buy/build). Prepare detailed descriptions of user needs, program functions, and necessary steps for the development or modification of computer programs.
  • Prepare and document Functional and Technical Specifications for reporting and data warehouse initiatives. Assist with business intelligence support and enhancements. Develop Requests for Proposals (RFPs) and aid in deploying and managing end-user reporting tools and platforms. Collaborate with IT and business project teams to identify reporting and data warehousing requirements and propose effective solutions. Ensure thorough documentation and knowledge transfer to the Enterprise Reporting Team for all developed solutions.
  • Review, analyze, and evaluate business systems and user needs while formulating systems in alignment with overall business strategies. Demonstrate knowledge of commonly used concepts, practices, and procedures, with familiarity in relational database and client-server concepts. Rely on prior experience and sound judgment to achieve project goals, performing a diverse range of tasks under general supervision while typically reporting to a project manager. Creativity and independent thinking will be essential.

Requirements:

Specific Position Experience Required:

  • A minimum of 7 years of experience in conducting business process reviews and requirements elicitation/documentation.
  • At least 5 years of experience in developing and/or managing user stories on Agile development projects.
  • A minimum of 2 years working directly with senior management to facilitate discussions regarding strategy, roadmap development, and consensus building.
  • At least 2 years of experience supporting the development or compliance of statements of work and/or other work agreements/contracts.
  • A minimum of 2 years working on projects focused on the development and implementation of IT solutions for public use.
  • At least 1 year of experience in IT infrastructure projects.
  • A minimum of 1 year of experience working with programs governed by state and/or federal regulations.
