Overview:
We are seeking a highly skilled Business Analyst 4 to join our Client Agency Services team. The successful candidate will possess exceptional communication abilities and will provide outstanding customer service while addressing project and work request needs. This role offers the opportunity to engage in ongoing projects that focus on the implementation of innovative IT solutions aimed at enhancing efficiency and public support. The ideal candidate will collaborate with subject matter experts, vendors, and the public to leverage current technologies effectively.

Key Responsibilities:
- Serve as a liaison between clients and project stakeholders, facilitating expert discussions to develop strategies and requirements for future enhancements and related projects.
- Actively participate as a critical member of the Client Agency Services Business Analyst team, contributing to operational activities and related work requests.
- Provide exemplary customer service to support Agency Partners in navigating Client policies and practices, ensuring compliance and project success.
- Engage in various standing meetings, confidently discuss current activities, listen to stakeholders’ needs, and contribute valuable input to achieve meeting objectives.
- Prepare for and facilitate stakeholder discussions to complete thorough analysis and gain consensus on requirements and priorities. Document session outcomes in notes, specification documents, and/or user stories.
Candidate Profile:
The ideal candidate will be self-directed, highly organized, confident in relationship-building, quick to adapt to new assignments, and flexible in responding to changing needs and directions.
General Qualifications:
- A minimum of 16 years of general Business Analyst experience.
- Proven ability to facilitate requirements elicitation meetings, conduct gap fit analysis, and refine requirements.
- Experience in reviewing, analyzing, and evaluating business systems and user needs to align systems with overall business strategies.
- Knowledge of business process reengineering and innovative technology applications to enhance business effectiveness.
- Familiarity with industry standards, business process mapping, and reengineering.
- Ability to prepare solution options, identify risks, and conduct financial analyses (e.g., cost/benefit, ROI, buy/build).
- Capability to document functional and technical specifications for reporting and data warehouse initiatives, as well as assist in the deployment and management of end-user reporting tools.
- Understanding of relational database and client-server concepts.
Specific Experience Required:
- At least 7 years of experience in business process review and requirements elicitation/documentation.
- A minimum of 5 years in developing and/or managing user stories within Agile development projects.
- At least 2 years of experience collaborating with senior management to determine strategy, develop roadmaps, and reach consensus.
- A minimum of 2 years supporting the development or compliance with statements of work and/or other work agreements/contracts.
- At least 2 years of experience in projects focused on developing and implementing IT solutions for public use.
- A minimum of 1 year experience in IT infrastructure projects.
- At least 1 year of experience working with programs regulated by state and/or federal requirements.
