Be a part of the city you love! The Office of the Chief Financial Officer – Office of Departmental Financial Services division is seeking applications for the Financial Analyst Manager IV – Agency Chief Financial Officer position.

The incumbent in this role will serve as a Financial Analyst Manager within the Office of the Chief Financial Officer (OCFO) for the City of Detroit. The Financial Analyst Manager IV will lead and oversee the financial operations of designated divisions within the Office of Departmental Financial Services (ODFS). This position involves managing Financial Analyst Manager IIIs, Supervisory Financial Analysts, and financial professionals and paraprofessionals. The Financial Analyst Manager IV will perform vital functions across various locations within the OCFO.

The primary responsibilities of the Financial Analyst Manager IV (Agency CFO) include planning, implementing, managing, and controlling all financial operations for applicable divisions. The incumbent will be tasked with preparing financial statements, budgets, and forecasting reports, managing accounting processes and the general ledger, coordinating the annual audit process, overseeing the annual budget process, and monitoring and analyzing variances. Additionally, they will identify trends, efficiencies, and areas for cost reduction while maintaining regular communication with the Deputy Chief Financial Officer (CFO) and other senior management.

Responsibilities include:

  • Supervising and managing activities using ERP Cloud applications, including strategic planning, financial and operational analysis, and budget preparation and analysis.
  • Evaluating the financial performance of agencies and departments.
  • Conducting strategic financial modeling, setting annual targets, and aligning the annual business planning process for City Agencies to inform complex business decisions.
  • Utilizing Process Management techniques to govern the financial review cycle.
  • Developing, implementing, and monitoring financial and operational policies, guidelines, processes, procedures, internal controls, and performance measures in collaboration with City Agencies.
  • Overseeing the creation of financial reports and ensuring compliance with financial and operational performance measures.
  • Creating detailed financial forecasts and models, assessing accounting records to ascertain the financial resources needed for program implementation.
  • Performing cost-benefit analyses and evaluating monthly performance against plans, prior year outcomes, and forecasts.
  • Driving enhancements in planning and forecasting processes and ensuring adherence to best practices.

Minimum Qualifications:

  • Education: A Bachelor’s Degree from an accredited college or university with a major in accounting is required. Licenses or certifications in Oracle systems, accounting, and/or project management are preferred, but not mandatory. Experience with a cloud-based financial management system and/or ERP implementation is also preferred.

  • Experience: A minimum of five (5) years of total experience is required, which includes three (3) years in accounting and two (2) years in a supervisory capacity over accounting teams.

Preferred Experience:
Candidates should possess a high proficiency in Microsoft Excel, capable of managing large datasets and employing advanced spreadsheet formulas. Proficiency in relevant accounting standards, such as GAAP and GASB financial reporting regulations, is essential. Strong technical accounting, analytical, organizational, and problem-solving skills, paired with excellent communication and interpersonal abilities, are also critical.

Equivalency considerations will be made for combinations of education and experience that demonstrate the required knowledge, skills, and abilities.
