Job description:

This position requires an individual with extensive experience in systems engineering and subject matter expertise (SME) to support Department of Defense (DoD) acquisition programs throughout various life cycle phases, with an emphasis on Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C5ISR) technologies and capabilities.

Essential Job Functions:

  • Collaborate with project management offices, including vehicle platform and C4ISR system offices, to assess and align program acquisition schedules, integration costs, and Army and/or Marine Corps network development requirements.
  • Conduct requirements analysis, develop trade-off studies, create systems engineering plans, manage risk, and perform engineering analyses of hardware and software configuration items. Responsibilities will encompass technical planning, reviews, process development, and generating system functional and performance requirements, including verification protocols.
  • Utilize systems engineering methodologies to translate operational needs into actionable performance specifications, ensuring comprehensive documentation supported by discussions with relevant subject matter experts.
  • Provide design recommendations grounded in DoD and industry standards and best practices while monitoring actual performance against approved schedules, cost, and technical metrics to facilitate problem identification and resolution.
  • Perform engineering evaluations encompassing design concepts, effectiveness studies, interface management, performance measurements, and systems integration for C5ISR systems integrated onto PEO GCS platforms.
  • Prepare and submit technical reports regarding potential technology insertions and analyze recommendations for system trade studies, feasibility inquiries, and new technology requirements for DoD ground combat systems.
  • Assess requirements for integrating ground combat systems with the Global Information Grid to achieve Net Ready Key Performance Parameters and comply with the Common Operating Environment.
  • Offer SME guidance for PEO GCS weapon systems concerning platform C5ISR systems—evaluating test procedures, coordinating test events, providing on-site test oversight, and recommending resolutions for design and integration concerns.
  • Provide technical insights into the development and integration of Government acquisition plans and schedules, while acting as the representative for the DoD in interactions with various stakeholders including PEOs/PMs, G-3/5/7, G8, user representatives, and testing communities.
  • Generate, review, and collaborate on network milestone documentation to support PEO GCS organizations, supplying recommendations regarding performance, technical requirements, and engineering documentation across different project milestones.
  • Participate in Integrated Project/Product Team meetings and technical information exchanges, delivering critical feedback on C5ISR systems and their integration within ground combat vehicle architectures.
  • Support the planning and coordination of C5ISR testing efforts, including Army Interoperability Certification and Joint Interoperability Test Certification, while ensuring effective communication with test sites and associated teams.
  • Synchronize network architectures with project management offices for the development of future network capabilities.
  • Prepare and present high-level briefings and materials, including schedules, diagrams, and performance metrics, to convey essential concepts regarding platform C5ISR systems.

Required Skills:

  • U.S. Citizenship is mandatory due to the sensitivity of customer requirements.
  • Must possess the ability to obtain and maintain a DoD Secret clearance.
  • A Bachelor’s Degree in Engineering is required, alongside a minimum of 12 years of relevant experience, with at least 10 years specifically in programmatic, financial, or technical support of complex systems.
  • Familiarity with GVSC, PEO CS&CSS, PEO C3T, and related PM offices within the Army Materiel Command.
  • Comprehensive understanding of the DoD acquisition process and working knowledge of C5ISR technologies and software relevant to DoD ground combat vehicles.
  • A proactive self-starter capable of delivering high-quality support and excellent customer service in a high-visibility role.
  • Exceptional written and oral communication skills, along with strong interpersonal abilities to effectively negotiate competing programmatic interests.
