Job description:
Provide systems engineering and subject matter expertise to support Department of Defense (DoD) acquisition programs throughout various life cycle phases, with a particular emphasis on C5ISR technologies and capabilities.
Essential Job Functions:
- Collaborate with project management offices, including vehicle platform and C4ISR system offices, to evaluate and align program acquisition schedules, integration costs, and related requirements for Army and Marine Corps network development.
- Conduct comprehensive requirements analysis, including Capability Production Documents, Performance Specifications, and subsystem/component specifications. Perform trade-off studies, develop system engineering plans, manage risks, create architecture and interface documentation, measure performance, and carry out technical reviews and program protection activities.
- Analyze operational needs to convert them into detailed performance specifications for systems and subsystems, documenting the rationale through discussions with subject matter experts.
- Provide design recommendations in accordance with evolving DoD and industry standards and best practices, comparing actual performance with approved plans to identify potential trade-offs and formulate corrective actions.
- Perform engineering analysis on design concepts, conduct trade-off studies, evaluate effectiveness, oversee interface and data management, and support hardware/software integration of C5ISR systems on PEO GCS platforms throughout their life cycle.
- Develop and submit technical reports pertaining to potential technology insertions, analyze trade studies, feasibility studies, and requirements analyses for new C5ISR technologies applicable to DoD ground combat systems.
- Identify requirements to integrate ground combat systems with the Global Information Grid, ensuring compliance with Net Ready-Key Performance Parameters and the Common Operating Environment (COE).
- Utilize subject matter expertise to support PEO GCS weapons system functions, including test procedure evaluations, coordination of test events, and on-site testing oversight.
- Contribute technical input for the development of Government acquisition plans and schedules, representing the DoD customer while collaborating with various organizations and ensuring program integration for communication networks, including interoperability testing and certification.
- Generate, review, and coordinate Information Support Plans and other network milestone documentation in support of PEO GCS organizations while offering technical evaluations and recommendations for C5ISR system development.
- Attend Integrated Project/Product Team (IPT) meetings, technology demonstrations, and program milestone events to provide expertise and contribute technical insights on C5ISR integration into ground combat vehicle systems.
- Support C5ISR testing planning, scheduling, and management across relevant test sites and offices, ensuring comprehensive test evaluations.
- Coordinate network architectures with project management offices for future capability sets and prepare informative presentations on platform C5ISR systems as necessary.
Required Skills:
- U.S. Citizenship is mandatory due to the sensitive nature of customer requirements, and the ability to obtain and maintain a DoD Secret clearance is required.
- A Bachelor’s Degree in Engineering along with a minimum of 12 years of overall experience, including at least 10 years of specific experience in programmatic, financial, or technical support for complex systems.
- Experience with GVSC, PEO CS&CSS, PEO C3T, or related Project Management offices within the Army Materiel Command.
- Comprehensive understanding of the DoD acquisition process.
- Proficient knowledge of C5ISR, Vetronics, and associated software for DoD ground combat vehicles.
- Self-motivated and capable of functioning independently.
- Proven ability to provide high-quality support and customer service in a high-visibility capacity.
- Excellent written and verbal communication skills along with strong interpersonal capabilities for effective negotiation of programmatic requirements.
- Proficient in MS Word, Excel, PowerPoint, and Project.
- Experience collaborating with user representatives to derive requirements from formal DoD documentation.
- Willing and able to travel approximately 15% of the time to customer and contractor facilities and testing centers.
