Job description:
This position is not part of the Civil Service System. Employees of DWSD are subject to certain terms and conditions of employment as specified by Court Orders from the United States District Court for the Eastern District of Michigan, Southern Division, Case No. 77-71100. Please note that DWSD does not recognize reversion rights for internal candidates.
SUMMARY:
The Applications Analyst is responsible for the planning, design, configuration, development, implementation, and support of both new applications and enhancements to existing applications.
ESSENTIAL JOB FUNCTIONS:
The Applications Analyst will engage with customers to understand and define business requirements, establish applications and systems goals, and identify and resolve issues related to applications and systems. The role involves reviewing and assessing the effectiveness and efficiency of current applications and systems, proposing strategies for improvement, and assisting with the rollout of new applications and modifications to existing systems. Key responsibilities include application design, configuration, and integration, as well as the development and maintenance of programs in common programming languages, including stored procedures and web services. The analyst will conduct cost-benefit analyses and perform user acceptance testing for both existing and new applications while providing training for end users.
The role requires proactive identification of potential risks and dependencies between applications, systems, and business processes, alongside the development of solutions and recommendations to mitigate conflicts. The Applications Analyst will create prototypes and mockups to gather functional clarifications from project user groups and will also plan, design, and implement application additions, upgrades, replacements, or retirements, including managing the database environment to accommodate substantial data storage needs. A valid Michigan Driver’s License and the ability to operate a motor vehicle across various terrains are required. Adherence to established security and safety policies and procedures is expected, along with provision of on-the-job training.
EXAMPLES OF DUTIES:
The analyst will assist IT colleagues and management with overflow tasks involving the support and maintenance of hardware and software components, including computers, printers, networks, servers, databases, and data center facilities, as well as the installation, decommissioning, and relocation of IT equipment. Additional related duties may be assigned as necessary.

MINIMUM QUALIFICATIONS:
REQUIRED EDUCATION AND EXPERIENCE:
– A Bachelor’s Degree in Computer Science, Information Technology, or a related field.
– A minimum of three (3) to five (5) years of relevant work experience or a combination of related work experience and education.
– A valid Michigan Driver’s License.
– Willingness to work irregular hours, travel to various DWSD facilities and work sites, and respond to after-hours emergencies as needed.
SUPPLEMENTAL INFORMATION:

– Expertise in advanced configuration and support of core software platforms, including ERP, CMMS, and CIS.
Web Systems:
– Proficient in designing, implementing, coding, and updating websites as well as programming and improving search engine optimization.
Enterprise Reporting:
– Knowledge in dashboard creation, business intelligence, reporting, and analytics.
Enterprise Content Management:
– Ability to analyze, design, and support data capture and ECM applications, as well as imaging technologies.
Business Process Integration:
– Skills in developing, configuring, testing, and deploying data integrations, with a preference for knowledge of SQL and APIs, particularly for the Applications Analyst-Integration role.
