Job description:
The City of Detroit’s General Services Department is seeking a full-time Assistant Director for the Business Office. This role, which operates under executive direction, is responsible for overseeing and monitoring processes, planning initiatives, contract management, and financial expenditures within the department. The Assistant Director will lead the Business Office and ensure daily operations comply with established policies and procedures to meet organizational goals.

The General Services Department encompasses several divisions that provide essential shared services to maintain a clean, safe, and vibrant city. Among these, the Business Office plays a vital role in supporting operations related to Landscape Design, Recreation, Animal Control, Fleet Management, Freeway Maintenance, Grounds Maintenance, and Blight remediation.

The ideal candidate will be a strategic leader capable of guiding the long-term direction of the department while reinforcing its mission and vision. This position requires planning, coordinating, and leading activities, with a strong track record of management excellence in fast-paced environments.

The Assistant Director will manage six direct reports responsible for various functions including fleet data management, procurement assistance for all divisions, administration of in-house systems such as Cartegraph and OpenGov, as well as oversight of dashboards, contracts, and other significant projects.

Key Responsibilities:
– Oversee the daily operations of the Business Office, ensuring productivity and efficiency.
– Provide leadership and guidance to direct reports to foster effective operational practices.
– Propose and implement policies and procedures for improved efficiency.
– Execute strategic plans and operational objectives for the Business Office in alignment with departmental priorities.
– Serve as the liaison to the City Council, managing session requests, meetings, and council-related events.
– Manage the expiration and renewal of contracts, ensuring compliance and effectiveness within procurement processes.
– Develop and recommend updates to general administrative policies.
– Provide executive support to the Director and Deputy Directors.
– Collaborate with division heads to ensure efficient operations that comply with applicable policies and regulations.
– Oversee financial expenditures for the Business Office and recommend adjustments as necessary.
– Review Scopes of Work to ensure alignment with departmental project goals.
– Manage special projects and handle escalated issues as assigned.
– Address administrative complaints and inquiries in a professional manner.
– Identify and propose solutions to complex administrative challenges.
– Enforce established disciplinary and safety protocols within the office.
– Manage the lifecycle of internal grants, including application, implementation, and closure.
– Direct the preparation of operating and capital budget requirements, ensuring optimal resource management.
– Ensure work completion while identifying opportunities for improvement and maintaining effective communication with staff.
– Engage in contract administration, including preparing Requests for Proposals/Qualifications, conducting contractor evaluations, and ensuring contract compliance.
– Analyze relevant data to assess efficiency, establish performance metrics, and develop strategies for improvement.
– Represent the department in official capacities and provide executive support to the administrative team.
– Respond to requests from the Director and Deputy Directors as required.
– Perform other related duties as necessary.

Minimum Qualifications:
– A Bachelor’s degree in engineering, business administration, public administration, or a related field.
– At least seven years of recent and progressive experience in managerial and administrative roles, including staffing, budgeting, project management, and operations management, preferably within large-scale public or private organizations.
– Equivalent combinations of education and experience may be considered to fulfill the educational and experiential requirements of this position.
