Job description:
Court Services Specialists (CSS) are responsible for a range of clerical tasks essential to the functioning of the Muskegon County Family Court, Friend of the Court, and Probate Court. Depending on the courts’ needs, a CSS may be assigned to various departments. The following descriptions provide a general overview of responsibilities, but are not exhaustive, and additional related duties may be assigned as necessary.
Casework:
- Initiate child support enforcement options.
- Establish, audit, and modify accounts within the Michigan Child Support Enforcement System (MiCSES) to monitor compliance with court orders.
- Perform clerical functions within various court computer systems.
- Assist parties through intake processes via telephone, meetings, and electronic communications regarding child support enforcement, parenting time, and custody.
- Process a variety of administrative forms.
Imaging:
- Update files and documentation according to case numbers and document types.
- Manage the archiving or disposal of files in accordance with record retention schedules.
- Scan court files, ensuring accurate data entry and identification of missing records.
- Mail court correspondence to parties.
- Conduct daily mail runs.
Juvenile Clerk:
- Process, prepare, and mail court correspondence related to neglect and abuse and juvenile delinquency cases.
- Perform data entry across various court systems.
- Prepare case files for referees.
- Handle adoption cases and associated paperwork.
- Attend court hearings.
Front Desk:
- Answer phones, receive documents for filing, and assist parties concerning Family Court matters.
- Check in clients for hearings and appointments.
- Assemble and process personal protection order documentation.
- Perform clerical tasks in computer systems.
- Process a variety of administrative forms.
- Inform parties about Family Court processes and procedures.
Order Entry:
- Establish, audit, and modify accounts within the MiCSES system as directed by court orders.
- Carry out clerical functions within court computer systems.
- Assist parties, attorneys, and Family Court staff with complex case issues.
- Process a variety of administrative forms, documents, and court orders.
Finance/Accounting:
- Process payments and manage cash drawer reconciliations.
- Conduct reconciliations of general ledger accounts and maintain financial databases.
- Assist clients in reviewing court-ordered debts and developing payment plans.
- Undertake administrative enforcement actions on delinquent cases.
- Review court orders and reports to ensure accurate billing, payment distributions, and adherence to court orders.
- Conduct research using available resources for client location and financial data.
Probate Court:
- Answer phones, accept documents for filing, and assist parties with Probate Court matters.
- Check in clients for hearings and appointments.
- Perform case management functions within computer systems.
- Process various administrative forms.
- Inform parties about Probate Court processes and procedures.
Required Minimum Qualifications:
- A Bachelor’s degree from an accredited college or university; or
- An Associate’s degree from an accredited college or university combined with a minimum of one (1) year of full-time, increasingly responsible paid work experience in an office setting; or
- A high school diploma or General Education Development (GED) certificate, along with a minimum of three (3) years of full-time, increasingly responsible paid work experience in an office environment.

Physical Conditions / Work Location:

Additional Information:
Evaluation Content: The selected candidate must successfully complete a post-offer medical examination (including a back screen and comprehensive physical) as well as a drug screening test conducted by a County-selected physician prior to the start date of employment. An offer is contingent upon satisfactory results from the medical examination and drug screening. Additionally, applicants may be subject to a post-offer criminal background check, contingent on the specifics of the position. Individuals appointed must complete a probationary period satisfactorily before their appointment becomes permanent.
