Job description:

Be a part of the city you love! The Office of the Chief Financial Officer – Assessors division is currently seeking qualified applicants for the position of Appraiser Manager IV.

The Appraiser Manager IV will play a pivotal role within the Office of the Chief Financial Officer (OCFO) of the City of Detroit, taking on the leadership and management of Appraiser Manager IIIs, Supervisory Appraisers, appraisal professionals, and paraprofessionals within the OCFO’s Office of the Assessor.

Position Responsibilities:

Utilizing the Assessing.Net Computer Assisted Mass Appraisal (CAMA) software, the Appraiser Manager IV will supervise and manage the following activities:

  • Conducting analysis and valuation of all real and tangible personal property within the City of Detroit.
  • Organizing data pertaining to all assessed parcels.
  • Producing analytical assessment reports and editing reporting templates.

The incumbent will oversee:

  • The assessment of all properties in accordance with applicable tax laws.
  • The completion of the annual assessment roll.
  • The mailing of assessment notices to property owners identified on the assessment roll.
  • Communicating assessed values to property owners and defending appealed assessments during public hearings throughout the appeals process.

Using Assessing.Net and other software packages, the Appraiser Manager IV will:

  • Assist in the preparation of all State of Michigan assessing and assessment-related reports, as well as finance and budget reports.
  • Analyze and interpret complex appraisal procedures to ascertain the validity and soundness of appraisal policies and programs, providing approvals as necessary.
  • Review appraisals prepared by staff for various property types, particularly those involving condemnation or tax court cases, ensuring overall feasibility and compatibility with existing appraisal standards.

Additional responsibilities include:

  • Managing the preparation of written reports encompassing analysis of issues, problems, and trends, as well as reviewing narratives related to assessments and memorandums addressed to the Board of Assessors.
  • Acting as a liaison with other taxing municipalities to resolve tax issues impacting taxpayers with properties across multiple jurisdictions.
  • Regularly executing assignments recognized by Civil Service as being more complex than those typically assigned at the advanced level.
  • Assisting, advising, and training subordinate managerial/supervisory and appraisal staff on changes in laws, policies, and procedures related to tax laws, while anticipating potential challenges.
  • Review the methodologies and conclusions made in subordinate appraiser and fee appraisal reports, assessing their impact on existing appraisal policies and goals, and preparing necessary policy updates.
  • Defining parameters of fee appraiser assignments, reviewing appraiser qualifications, and recommending appraisers for specific tasks.
  • Representing the Office of the Assessor at public forums, articulating the assessment cycle for taxpayers, property owners, and other stakeholders.
  • Assisting in the establishment of Economic Condition Factors and the citywide sales study mandated by the State.
  • Evaluating established appraisal techniques, practices, and programs, and recommending a variety of policy and procedural adjustments based on identified recurring issues.
  • Engaging in special projects and performing additional duties as assigned.

General Management/Supervisory Duties:

  • Overseeing a team of managers, supervisors, professionals, and paraprofessionals engaged in the appraisal of real and personal property and the annual assessment process across various property types.
  • Planning and managing the workload of subordinates, including the implementation of BS&A software modules, ESRI applications, and other technological applications relevant to the work managed.
  • Ensuring compliance with all implementation guidelines essential for the successful adoption and utilization of new technologies.
  • Identifying operational issues related to both current and emerging technologies, escalating these concerns to higher-level personnel for resolution.
  • Making strategic decisions affecting operational content and structure, as well as long-range planning and program evaluations.
  • Collaborating with heads of other units to negotiate, decide on, and coordinate work-related changes.

Minimum Qualifications:

Education: A Bachelor’s degree from an accredited institution with coursework in finance, business, public policy, organizational leadership, or public administration.

Experience: A minimum of three (3) years in valuation and two (2) years in a supervisory capacity overseeing professional and paraprofessional staff. Proficiency in Microsoft Office products, especially Excel, as well as experience with BS&A Assessing.Net software, is required. Equivalent combinations of education and experience may be considered to satisfy the qualifications for this position.
