Job description:

The Benefits Administration General Manager is charged with overseeing and directing the Benefits Administration Division. This position entails supervising, planning, managing, coordinating, and administering the healthcare and deferred compensation plans for the City of Detroit. The General Manager will be held accountable for the execution and performance of these programs and activities.

Essential Duties and Responsibilities (other duties may be assigned):

  • Provide visionary leadership and strategic planning for the development and facilitation of efficient benefits operations that align with current and future business demands.
  • Ensure that all programs are cost-effective, equitable, fulfill employee needs, and adhere to legal requirements.
  • Develop comprehensive benefits communications and provide counsel to employees regarding benefits-related matters.
  • Assess existing benefits programs in comparison to peer organizations to assess competitiveness, trends, and advancements.
  • Manage subordinates in their day-to-day responsibilities.
  • Ensure that project and departmental milestones and goals are achieved while adhering to approved budgets.
  • Act as the primary liaison with benefits consultants, enrollment systems administrators, and plan providers to guarantee effective administration of benefit plans.
  • Conduct research and analysis to recommend innovative benefit programs that enhance competitiveness and manage associated costs.
  • Negotiate with vendors regarding annual renewal rates and fees for City of Detroit healthcare and deferred compensation plans.
  • Review and provide insights on vendor contracts and performance guarantees.
  • Approve vendor invoices and create self-billed invoices for fully insured healthcare plans.
  • Contribute to the development of healthcare and deferred compensation Requests for Proposals (RFPs) and serve in an advisory role for the RFP evaluation team.
  • Support the formulation of the annual healthcare budget, including self-insured illustrative rates.
  • Collaborate with other departments including Finance, Budget, Legal, and Procurement as necessary.
  • Serve as the primary contact for the City of Detroit before the Employee Benefits Board concerning healthcare rate approvals.
  • Seek healthcare rate approvals from the Employee Benefits Board and the Detroit City Council.

Minimum Qualifications:

  • A Bachelor’s degree in Human Resources Management, Project Management, Business Management, Data Management, Industrial/Organizational Psychology, or a related field is required.
  • A minimum of seven (7) years of relevant experience is required, including four (4) years in human resources positions and three (3) years in a supervisory capacity overseeing human resources functions.
  • Equivalent combinations of education and experience may be considered to meet the requirements for this position.

Preferred Qualifications:

  • A Master’s degree in a related field of study.

Evaluation Plan:

  • Interviews will constitute 70% of the evaluation.
  • An assessment of training, experience, and personal qualifications will account for 30%.
  • The total evaluation weight will therefore be 100%.
