Job description:

We are looking for a seasoned Business Analyst 4 to join our team in supporting both project and work request initiatives within the Department of Technology, Management and Budget (DTMB). This pivotal role will concentrate on the implementation of innovative IT solutions aimed at enhancing operational efficiencies and bolstering public services. The ideal candidate will leverage current technologies while collaborating with subject matter experts, vendors, and the community at large.

Key Responsibilities:

  • Act as the primary liaison between DTMB and project stakeholders to ensure seamless communication.
  • Facilitate expert discussions and gather requirements to inform strategies for future enhancements and associated projects.
  • Serve as an integral member of the DTMB Agency Services Business Analyst team, engaging in various work requests and operational tasks.
  • Lead discussions with stakeholders to perform detailed analyses and achieve consensus on requirements and priorities.
  • Document outcomes from sessions through detailed notes, specification documents, and user stories.
  • Guide agency partners through relevant constraints and enabling factors that impact the success of their projects.

Required Skills & Experience:

  • A minimum of 12 years of comprehensive experience as a Business Analyst.
  • Demonstrated capability in conducting requirements elicitation meetings, including gap fit analysis and requirements refinement.
  • A strong foundation in evaluating business systems and user needs through thorough review and analysis.
  • Proficiency in business process reengineering and in identifying technological solutions to address business challenges.
  • Experience with Agile methodologies, including the management of user stories.
  • A solid understanding of relational database concepts and client-server architecture.
  • At least 7 years of hands-on experience in business process review, requirements elicitation, and documentation.

Preferred Qualifications:

  • Experience engaging directly with senior management to facilitate strategic discussions.
  • Participation in the development and implementation of IT solutions for public use, as well as IT infrastructure projects.
  • Familiarity with programs that operate under state and/or federal regulations.
  • Exceptional organizational skills with a proven ability to adapt to changing circumstances and directions.
