Job Description:

Position Overview:
DTMB Agency Services is seeking a highly skilled Business Analyst 4 to deliver exceptional customer service in support of project and work request needs. The successful candidate will have the unique opportunity to engage with ongoing projects focused on implementing innovative IT solutions designed to enhance efficiency and improve public support. These IT solutions will utilize current technologies and require collaboration with subject matter experts, vendors, and the general public.

Key Responsibilities:

  • Serve as a liaison between DTMB and project stakeholders, employing expert facilitation and elicitation techniques to develop strategies and requirements for future enhancements and related work projects.
  • Actively participate as a vital member of the DTMB Agency Services Business Analyst team, contributing to various related work requests and the operational activities of the BA team.
  • Provide exemplary customer service and champion the facilitation of agency compliance with DTMB policies and practices.
  • Quickly develop an understanding of applicable constraints and enablers, assisting Agency Partners in navigating these factors to ensure the success of their projects and work requests.
  • Attend various standing meetings associated with ongoing projects and the BA team, confidently articulating current activities, actively listening to stakeholder needs, and offering constructive input to meet meeting objectives.
  • Prepare for and facilitate discussions with stakeholders to perform analyses and drive consensus on requirements and priorities. Document session outcomes through notes, specification documents, and user stories.

General Qualifications for Business Analyst Position:

  • Minimum of 12 years of comprehensive business analysis experience.
  • Proven experience in facilitating requirements elicitation meetings, conducting gap fit analysis, and refining requirements.
  • Ability to review, analyze, and evaluate business systems and user needs, formulating systems that align with overall business strategies.
  • Experienced in business process reengineering and identifying innovative applications of technology to enhance business effectiveness. Familiarity with industry standards, including Legacy, Core, and Emerging Technologies, as well as business process mapping and reengineering.
  • Proficient in preparing solution options, identifying risks, and conducting financial analyses, including cost/benefit analyses, ROI assessments, and buy/build considerations.
  • Capability to write detailed descriptions of user needs, program functions, and the steps required to develop or modify software applications.
  • Expertise in preparing and documenting Functional and Technical Specifications for reporting and data warehouse projects.
  • Experience in business intelligence support and enhancements, developing RFPs, and assisting in the deployment and management of end-user reporting tools.
  • Collaborate with IT and business project teams to understand requirements for reporting and data warehousing and propose effective solutions. Ensure knowledge transfer to the Enterprise Reporting Team for all developed solutions.

Specific Experience Required:

  • At least 7 years of experience in conducting business process reviews and requirements elicitation and documentation.
  • Minimum of 5 years of experience in developing and/or managing user stories within Agile development projects.
  • A minimum of 2 years of experience working directly with senior management to facilitate discussions aimed at strategy development, roadmap creation, and achieving consensus on resolutions.
  • At least 2 years of experience supporting the development of, or compliance with, statements of work and other work agreements or contracts.
  • A minimum of 2 years of experience in projects involving the development and implementation of IT solutions for public use.
  • At least 1 year of experience in working on IT infrastructure projects.
  • A minimum of 1 year of experience with programs governed by state and/or federal regulations.
