Job description:

Provide systems engineering and subject matter expertise services in support of Department of Defense (DoD) acquisition programs. This role involves the development, coordination, management, and execution of programs across multiple life cycle phases, with a particular emphasis on Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C5ISR) technologies and capabilities.

Essential Job Functions:

  • Collaborate with various project management offices, including vehicle platform and C4ISR system offices, to assess and harmonize program acquisition schedules, integration costs, and requirements pertinent to Army and Marine Corps network development.
  • Conduct comprehensive requirements analysis, including Capability Production Documents, Performance Specifications, Subsystem, and Component Specifications. Execute trade-off studies, system engineering plans, risk management activities, and performance metrics to facilitate engineering analysis of hardware and software configuration items.
  • Oversee technical planning and review activities, develop and recommend functional and performance requirements, create architectural design models and related documentation, and provide systems engineering guidance on feasibility assessments for new design concepts.
  • Employ systems engineering principles to translate operational needs into detailed performance specifications, ensuring the rationale for specifications is well-documented through discussions with relevant subject matter experts.
  • Offer design recommendations in line with evolving DoD and industry architecture standards and best practices while comparing actual performance against approved project plans and schedules to recommend necessary trade-offs.
  • Conduct engineering analyses, including evaluations of design concepts, trade-off studies, and performance measurements focused on the integration of C5ISR systems onto PEO GCS platforms during all project phases from design through sustainment.
  • Generate technical reports addressing potential technology insertions, conducting analyses, and offering recommendations on system and technology trade studies related to new C5ISR requirements for DoD ground combat systems.
  • Identify and evaluate requirements for integrating ground combat systems with the Global Information Grid to ensure compliance with Net Ready-Key Performance Parameters and Common Operating Environment (COE) standards.
  • Provide expert support for assigned PEO GCS weapons systems in various capacities, including evaluating test procedures, coordinating test events, and addressing design layouts and testing documentation.
  • Offer technical input and recommendations in the development and integration of Government acquisition plans and schedules.
  • Serve as a representative for our DoD customer, collaborating with other Program Executive Offices (PEOs), Program Managers (PMs), and various DoD entities to ensure comprehensive program integration of the communications network.
  • Generate, review, and coordinate network milestone documentation with applicable Government agencies, delivering expert evaluations and recommendations concerning performance and technical requirements during the Government’s development phases.
  • Participate in Integrated Project/Product Team (IPT) meetings, technical information exchange, technology demonstrations, and program milestone events, providing both verbal and written input on C5ISR systems and their integration into ground combat vehicles.
  • Support C5ISR testing coordination, managing communication with test sites and ensuring compliance with Army Interoperability Certification (AIC) and Joint Interoperability Test Certification (JITC) standards.
  • Synchronize network architectures with project management offices for future capability developments, and prepare and deliver briefings to convey critical information about platform C5ISR systems.

Required Skills:

  • U.S. Citizenship is mandatory due to the sensitivity of customer-related requirements, along with the ability to secure and maintain a DoD Secret clearance.
  • Bachelor’s Degree in Engineering with a minimum of 12 years of total experience, including at least 10 years in Programmatic, Financial, or Technical support for complex systems.
  • Familiarity with GVSC, PEO CS&CSS, PEO C3T, or similar PM offices within the Army Materiel Command and a solid understanding of the DoD acquisition process.
  • Experience or knowledge in C5ISR, Vetronics, and related software for DoD ground combat vehicles.
  • Strong self-starter qualities, capable of independent work without direct supervision.
  • Exceptional written and verbal communication skills, coupled with a strong ability to manage competing demands in a high-visibility environment.
