Job description:
This position entails providing systems engineering and subject matter expertise to support Department of Defense (DoD) acquisition programs, particularly focused on C5ISR technologies and capabilities throughout various life cycle phases.
Essential Job Functions:
- Collaborate with project management offices, including vehicle platform and C4ISR system offices, to assess and align program acquisition schedules, integration costs, and requirements relevant to Army and/or Marine Corps network development.
- Conduct requirements analysis concerning Capability Production Documents, Performance Specifications, Subsystem, and Component Specifications, including performing trade-off studies, developing system engineering plans, managing risks, and facilitating architecture and interface development.
- Participate in technical planning activities, conduct technical reviews, enhance system engineering processes, and develop and recommend system functional and performance requirements while ensuring thorough verification.
- Utilize established engineering principles to decompose operational requirements into specific performance specifications and document the rationale for these specifications through consultation with relevant subject matter experts.
- Offer design recommendations that align with evolving DoD and industry standards and best practices.
- Analyze actual project performance against approved plans and schedules and facilitate problem identification and resolution through resource reallocation and innovative technical/programmatic strategies.
- Provide comprehensive engineering analyses, including design evaluations, trade-off studies, performance evaluations, risk mitigation strategies, and the assessment of integration challenges and SWAP-C (size, weight, power, and cooling) factors in support of the integration of C5ISR systems onto PEO GCS platforms.
- Prepare and submit technical reports on potential technology insertions and perform evaluations and recommendations concerning system and technology trade studies and requirement analyses for new C5ISR requirements.
- Assist in the integration of ground combat systems into the Global Information Grid while ensuring compliance with Net Ready Key Performance Parameters and Common Operating Environment (COE) standards.
- Supply subject matter expertise related to platform C5ISR systems, including evaluating test procedures, coordinating test events, and overseeing on-site testing and related documentation.
- Provide technical recommendations concerning the formulation and integration of Government acquisition plans and schedules.
- Represent the DoD client while coordinating with various entities, ensuring comprehensive integration of communication networks and facilitating interoperability testing and certification processes.
- Generate and coordinate network milestone documentation with Government agencies to support PEO GCS organizations, providing expertise in developing performance and technical requirements documents.
- Attend Integrated Project/Product Team (IPT) meetings and provide insights on C5ISR systems, assisting in the Government’s assessment and integration of these systems into ground combat vehicles.
- Support C5ISR testing efforts as needed, facilitating planning, scheduling, and resource management with test sites and platform test offices.
- Coordinate network architecture synchronizations with project management offices to prepare for future network capability sets.
- Create high-level briefings and presentation materials as necessary, clearly conveying key information and concepts related to platform C5ISR systems.
Required Skills:
- U.S. Citizenship is mandated due to the sensitivity of customer-related requirements.
- Capability to obtain and maintain a DoD Secret clearance is necessary.
- Possession of a Bachelor’s Degree in Engineering with a minimum of 12 years of professional experience, including at least 10 years of programmatic, financial, or technical support for complex systems.
- Experience interacting with GVSC, PEO CS&CSS, PEO C3T, or related PM offices within the Army Materiel Command.
- Comprehensive understanding of the DoD acquisition process and working knowledge of C5ISR, Vetronics, and related software for DoD ground combat vehicles.
- Ability to operate autonomously as a self-starter, consistently delivering high-quality support in a high-visibility role.
- Excellent written and verbal communication skills, coupled with strong interpersonal abilities for effectively resolving programmatic conflicts.
- Proficiency with MS Word, Excel, PowerPoint, and Project.
- Willingness to travel to various customer and contractor facilities and test centers, estimated at approximately 15% travel.
