Job description:
THE CITY OF DETROIT DEPARTMENT OF INNOVATION & TECHNOLOGY is seeking candidates for the position of Chief Information Security Officer (Appointed).

Salary: $150,000 – $180,000

In collaboration with Detroit’s leadership team, the Chief Information Security Officer will provide strategic vision and leadership for the development, implementation, and reinforcement of security and operational initiatives. This role will oversee the planning and execution of enterprise Information Technology security across systems, business operations, and physical technology assets to safeguard against security breaches. The Chief Information Security Officer will be responsible for conducting audits of existing systems, directing vulnerability mitigation efforts, and managing security programs, policies, and standards.

Essential Functions:
– Provide indirect supervision to staff engaged in security and operations processes.
– Engage in business impact analysis and service prioritization activities with leadership and elected officials.
– Assist in the development and maintenance of business continuity and disaster recovery plans.
– Devise proactive processes for event management and daily operations.
– Advocate for and coordinate Information Technology security initiatives.
– Communicate regularly with leadership and end-users through written and verbal means.
– Secure information, computer systems, networks, processing systems, and new software development projects.
– Manage the administration of computer security systems and associated software, including firewalls, intrusion detection systems, cryptography systems, anti-virus software, and event log management.
– Recommend and implement updates to security policies and practices in compliance with applicable laws.
– Resolve security-related issues efficiently.
– Assess and communicate security risks involved in purchases or practices undertaken by the City.
– Work collaboratively to ensure adherence to security and privacy policies.
– Foster and oversee strategic security partnerships between internal resources and external entities including government, vendors, and partner organizations.
– Stay informed of trends and challenges in the security industry, including current and emerging technologies, and provide guidance to leadership on these issues.
– Contribute to strategic discussions on the City’s Information Technology security strategies with city leadership and elected officials.
– Lead the execution of strategic security plans; achieve business objectives; prioritize defense initiatives and coordinate the evaluation, deployment, and management of current and future security technologies using a risk-based assessment methodology.
– Formulate and communicate security strategies and plans to leadership, elected officials, staff, partners, customers, and stakeholders.
– Develop, implement, maintain, and enforce policies, procedures, and associated plans for security administration and user access.
– Ensure the effective dissemination of security information throughout the organization and clarify roles and responsibilities.
– Educate, mentor, and coach senior management, staff, and teams on potential and emerging cyber security threats, vulnerabilities, and mitigation techniques.
– Design and deliver cyber-security awareness training programs.
– Establish and articulate plans, procedures, policies, and standards for the organization regarding the acquisition, implementation, and operation of new security systems and technologies.

Nonessential Functions:
– In the event of a local declaration of emergency or disaster, the employee may be required to serve as a Disaster Service Worker.
– Perform other duties as necessary to fulfill the requirements of the position.

Minimum Qualifications:
– Required Qualifications:
– Bachelor’s degree or equivalent from an accredited institution in business, Information Systems, Public Administration, or a related field.
– A minimum of five (5) years of experience managing Information Technology and/or security operations.
– Equivalent combinations of education and experience will be considered to meet the requirements for this position.

– Preferred Qualifications:
– Master’s degree in Cyber Security or a related field from an accredited institution.
– Relevant certification in Cyber Security best practices (CISSP, Security +, CISA, CISM, etc.).
– Proven experience managing cross-functional teams with a successful record of accomplishment.
– At least ten (10) years of experience in managing Cyber Security operations.
