Job description:
Eagle Harbor is an innovative specialty consulting firm dedicated to delivering advanced strategic planning, project development, and management solutions. We are seeking a CGI Specialist to assist in recognizing armed violent criminals and members of violent gangs and criminal organizations engaged in shootings, violent criminal activity, or firearms trafficking that necessitate investigation. The Specialist will support NIBIN sites by ensuring the timely entry of ballistic evidence into the NIBIN system and will aid in aggregating intelligence from NIBIN results and various other sources to rapidly develop leads for law enforcement investigators.

The responsibilities of the Specialist will include, but are not limited to:

– Utilizing Crime Gun Intelligence to identify high-value targets by merging NIBIN hits, tracing results, multiple sales, NICS, and local intelligence;
– Distributing Crime Gun Intelligence to the appropriate authorities;
– Coordinating results from crime gun intelligence with ATF Field Divisions—Field Intelligence Groups, local law enforcement intelligence, and designated authorities;
– Collecting Crime Gun Intelligence from surrounding agencies and involving additional agencies in the NIBIN and e-Trace processes;
– Distributing unconfirmed hits and assisting with site management to ensure the timely entry and return of hits and traces;
– Supporting quality control by ensuring proper entry of casings and conducting thorough traces;
– Coordinating and delivering presentations and training to agency officials;
– Tracking and documenting outcomes from leads generated by crime gun intelligence;
– Performing site surveys at ATF and NIBIN Partner sites as required;
– Providing liaison support outside the office as necessary;
– Analyzing, summarizing, reporting, and sharing information both verbally and in writing;
– Establishing rapport with colleagues and stakeholders to achieve objectives;
– Conducting entries and performing image and correlation reviews on NIBIN equipment following training from ATF or other authorized trainers;
– Assisting in data collection through evidence entry into IBIS, performing image and correlation reviews, and executing comprehensive tracing;
– Correctly identifying and tracing firearms via the ATF e-Trace system;
– Utilizing NESS for the entry of local Record Management System (RMS) event information related to ballistic evidence entered into NIBIN, analyzing and triaging all NIBIN leads, tracking all NIBIN leads, referrals, results, and reporting success stories.

Position Requirements:

– U.S. Citizenship with a valid U.S. driver’s license;
– Bachelor’s degree from an accredited college or university, or an equivalent combination of formal education, work experience, and on-the-job training;
– A minimum of five (5) years of experience working with local, state, or federal law enforcement is preferred but not mandatory;
– Ability to liaise effectively with local, state, and federal law enforcement agencies;
– Competence in planning and completing complex projects, presenting those plans to groups, and identifying and mitigating potential obstacles;
– Successful completion of the ATF clearance process;
– Willingness to provide a DNA sample as part of the employment screening;
– Proficient in analyzing, summarizing, reporting, and sharing information, both verbally and in writing, while completing complex projects;
– Strong presentation skills for effectively conveying plans and projects to groups;
– Availability for occasional travel.
