Job description:

Position Summary
Reporting to the Vice Provost and Dean of International Studies and Programs (ISP), the Director of Global Health, Safety & Security will be responsible for identifying best practices and providing strategic leadership in the realms of global health, safety, and security for the University and its stakeholders. Collaborating with key constituents across the University, the Director will develop, manage, and advocate for a comprehensive travel preparedness and response strategy aimed at ensuring the well-being of Michigan State University (MSU) students, scholars, faculty, staff, and other individuals traveling both internationally and domestically under University sponsorship. This role will also focus on advancing the University’s global teaching, outreach, and research initiatives while identifying, evaluating, mitigating, and monitoring global risks associated with MSU. A range of projects will be implemented to support the overarching strategy.

ISP currently operates under a hybrid work structure, with staff working three days in person and two days remotely, subject to change.

Strategy, Policy, and Practice

  • Lead the development and implementation of collaborative strategies, ensuring participation and buy-in from a diverse array of University stakeholders.
  • Establish and uphold effective global health and safety standards, policies, and guidelines for MSU programs, activities, and independent travelers.
  • Forge partnerships with campus officials to build consensus, facilitate implementation, and gather feedback, while linking units with shared needs.
  • Consistently assess global health and safety practices across University programs and activities, implementing systematic evaluations and audits.
  • Provide risk management analyses and recommendations, conducting ongoing assessments of risks at global locations and tracking related data.
  • Serve as the University’s primary spokesperson for health and safety issues that impact its interests abroad.

Crisis Management

  • Develop and oversee general and specific emergency response plans, training emergency support responders, and managing complex emergencies directly. Share 24/7/365 coverage for global emergencies with Global Safety Coordinators and uphold the on-call schedule. Conduct after-action reviews post-major incidents.
  • Respond to incidents involving global travelers and, for students, collaborate with relevant units to formulate individualized response plans as necessary.
  • Oversee the operation of the 24/7 International Emergency Assistance line in collaboration with the MSU Police Department. Train personnel responsible for managing the line, providing regular updates to ISP and global emergency contacts, and offer risk mitigation training to the MSU community.
  • Monitor worldwide events and trends that could impact MSU affiliates, issuing alerts and announcements per standardized protocols.
  • Coordinate in-depth political and security risk forecasting and analysis as required. Utilize University systems for student incident reporting.

Expertise, Consulting, and Communication

  • Provide expert global health and safety advice to University leadership, committees, program leaders, and individuals, interpreting relevant rules, policies, and protocols.
  • Recommend local safety management structures while developing best practice roles and responsibilities.
  • Coordinate the Risk and Security Assessment Committee (RSAC), including agenda management, website maintenance, and facilitating waiver requests. Conduct incident debriefings and after-action reviews for major health and safety impacts.
  • Collaborate with the Office for Education Abroad and ISP Communications to address media inquiries.
  • Work closely with IT staff to enhance the use of online Travel Registry resources for travel tracking and incident reporting.
  • Review program and travel plans to offer recommendations for risk mitigation and balancing safety concerns with academic objectives.
  • Notify University leadership of significant safety concerns, identifying gaps in expertise and engaging faculty and outside consultants as needed.
  • Develop and implement risk assessment protocols suitable for high-threat environments.
  • Conduct on-site risk assessments abroad and assist with emergency responses.
  • Draft plans, guides, and web content to provide clear guidance on safety and emergency protocols.
  • Prepare reports and proposals upon request.
  • Maintain and cultivate relationships with external experts and organizations related to global health and safety.
  • Represent MSU on national and international platforms related to health and safety.

Training and Outreach

  • Create, manage, and coordinate outreach efforts to promote global safety initiatives and practices across the organization, delivering presentations to various audiences.

  • Act as a campus security authority, coordinating with the Clery Act Compliance Coordinator on related matters.

Condition of Employment
This role requires the individual to be the primary on-call incident leader for global emergencies, necessitating availability for 24/7/365 emergency coverage via cell phone. Environmental conditions can be stressful, particularly during international emergencies.

Minimum Requirements
Candidates must possess knowledge equivalent to that acquired through one to two years of post-baccalaureate study in international studies, international programs, legal issues in higher education, or a related field, along with three to five years of progressively responsible experience in higher education settings involving international programs. A strong understanding of world geography and cultures, along with six months of living, studying, or working abroad, is essential, as is substantial knowledge of safety and security issues pertinent to international initiatives. Domestic and international travel may be expected.

Additional Qualifications

  • A minimum of three years of experience in global safety, security, emergency, or risk management or overseas program management within a university, government, or non-governmental organization.
