Job description:
The Health Education Manager is accountable for the oversight, development, implementation, and management of health education and outreach programs aimed at enhancing health outcomes for residents of St. Clair County. This role includes acting as the Public Information Officer (PIO) for the health department, directing communication strategies to effectively inform the public, media, and stakeholders about public health issues, initiatives, and emergencies. The Health Education Manager will spearhead community engagement efforts and cultivate productive relationships with both internal and external stakeholders to promote health and wellness within the community.
This position demands strong leadership and communication skills, as well as the ability to plan, organize, and execute public health education programs within the county. The Manager is expected to exercise independent judgment, assess community health needs, and make recommendations for public health programs accordingly. Responsibilities include supervising and managing multiple grants and Health Education staff, directing Outreach Program activities, and fulfilling related duties as assigned. Essential Duties and Responsibilities:
- Develop, implement, and evaluate health education programs addressing key public health issues in the community.
- Provide leadership and guidance to ensure program alignment with departmental goals and public health objectives.
- Create and disseminate health education materials, resources, and campaigns to promote healthy behaviors and awareness.
- Collaborate with residents, healthcare providers, schools, community organizations, local businesses, and other stakeholders to enhance health education outreach.
- Assist with the recruitment, supervision, and discipline of Planning, Promotion, and Evaluation Division staff.
- Orient new staff on policies and procedures relevant to the program, division, and department.
- Plan, coordinate, and evaluate the work of subordinate staff.
- Draft and formulate goals, objectives, and strategic plans.
- Serve as the primary PIO for the health department, ensuring consistent and accurate public messaging on health matters.
- Develop, implement, and maintain a public relations and media strategy to inform the community about health services, programs, and events.
- Draft, review, and distribute communication materials such as press releases, public service announcements, newsletters, and social media content.
- Act as the primary contact for media inquiries related to the health department.
- Participate in internal Quality Improvement and Performance Management systems for overall agency enhancement.
- Provide consultation and guidance to groups and individuals in improving health education activities.
- Prepare, select, and distribute health education materials, ensuring continuous evaluation of educational methods.
- Maintain accurate correspondence, records, and reports, and assist in preparing annual reports.
- Participate in mandatory training for public health emergency preparedness and response.
- Perform additional duties as assigned.

Work is conducted under the general supervision of the Director of Planning, Promotion, and Evaluation.

Experience, Skills, Education:
- Master’s degree in public health education or a related field from an accredited institution.
- Certified Health Education Specialist (CHES) certification is required.
- Significant experience in public health education and planning.
- Proven proficiency in public speaking.
- Extensive knowledge of public health education principles and practices, community health assessments, and interagency relations.
- Familiarity with school health programs, communicable disease control, and public health administration.
- Ability to manage departmental operations, budgeting, and strategic planning while interpreting applicable regulations.
- Strong analytical skills for problem-solving and independent decision-making.
