Job Summary:
This role is pivotal in providing both technical and administrative leadership for Allegan County’s information technology system. The successful candidate will oversee day-to-day operations as well as long-term strategic planning for all technical solutions. Responsibilities include supervising staff and supporting planning and development for major departmental projects, including collaboration with external contractors. The incumbent will also compile project updates, budget reports, and other analyses as directed by the Executive Director of Operations.
Please Note: This position is hybrid, requiring the employee to be on-site in Allegan, Michigan at least two days per week.
Salary Range: $98,217 – $129,105 annually, commensurate with experience; this is an exempt/salaried position.

Responsibilities and Duties:
- Plan and implement overall goals and objectives for the service area, establishing and monitoring key performance indicators to ensure continuous improvement.
- Oversee the execution of the service area plan, including staff training on safety and skill development. Manage staff schedules, evaluate performance, and oversee the execution of the service area budget.
- Identify technology needs and formulate plans to prioritize and fund associated projects. Engage in long-range planning, acquisition, disposal, and management to address the County’s technological requirements.
- Supervise staff responsible for project management, GIS, records management, and technical systems. Develop, review, and refine departmental policies and procedures to ensure efficient service delivery.
- Promote and implement appropriate technologies within Allegan County Government processes while providing technology-based leadership and support.
- Assist the Executive Director of Operations in preparing the annual budget for various financial activities, including operating revenues, expenses, and capital expenses. Review and process vouchers, while assisting in the monitoring and management of financial performance.
- Develop capital improvement projects, prepare scoping documents, assist in developing requests for proposals, evaluate proposals, and award contracts. Review or create plans and blueprints to outline material requirements and cost estimates for proposed projects. Develop specifications, analyze bids, recommend contract awards, and negotiate terms for services, materials, and supplies. Direct and manage contractors’ activities.
- Ensure the continuity, safety, and security of County technology systems.
- Develop, recommend, and enforce management policies and procedures regarding the utilization of the County’s technology systems.
Required Education and Experience:
- Bachelor’s degree in Information Technology.
- Five (5) years of information technology experience.
- Five (5) years of experience in budget preparation.
- Five (5) years of experience in team leadership and management.
- Experience with project planning, development, and contract execution.
- Knowledge of technology-based infrastructure solutions, including client-server systems, cloud computing, networking, telephony, information security, application development, and internet solutions.
- Familiarity with geographical information systems and solutions.
- Understanding of records management principles.
