Job description:
The Enterprise GIS Team within the Department of Innovation and Technology is dedicated to serving the residents of the City of Detroit by leveraging geospatial technology and data to enhance city operations, support informed decision-making, and foster innovation. We adopt an open, inclusive, and locally responsive approach that addresses the needs of our partner departments as well as city residents.

The selected candidate will join the Enterprise GIS Team as a GIS Platform Administrator, responsible for architecting and maintaining the City’s enterprise mapping environment, including ArcGIS Enterprise, ArcGIS Online, and various GIS-related tasks as assigned. This role necessitates effective collaboration with the Server Team on IT infrastructure, the Data Strategy & Analytics Team on data warehousing and governance, and the Cyber Security Team. The position requires a high level of expertise in user and data administration and policy (front-end functions), as well as ArcGIS Enterprise configuration and maintenance (back-end operations). The GIS Analyst III will independently plan and execute tasks in line with established policies and practices, exercising judgment to resolve common challenges encountered in the workflow.

Key responsibilities include designing and improving GIS databases, coordinating timely updates and changes, and ensuring accuracy and completeness of data. The GIS Analyst will work with relevant software and programs to create and maintain data and maps that integrate geographically referenced information. Additionally, the role involves providing technical customer support to internal and external users and delivering training and mentoring on advanced skills, including editing, quality control, geocoding, data conversion, and error reconciliation.

Examples of Duties:
– Design and produce complex graphic representations of GIS data utilizing advanced GIS hardware and software applications.
– Analyze extensive GIS data to identify spatial relationships, presenting results through maps, graphs, or tabular formats.
– Design and coordinate development of integrated spatial and non-spatial GIS databases; maintain and modify existing GIS databases.
– Input data into GIS databases through various techniques, including coordinate geometry, manual digitizing, and digital data conversion.
– Review incoming data for accuracy, currency, usefulness, and documentation quality.
– Conduct advanced geospatial data building, modeling, or analysis using sophisticated spatial analysis, data manipulation, or cartography software.
– Select cartographic elements for effective information presentation.
– Maintain a comprehensive understanding of City Master Plan amendments, zoning and land use regulations, and architectural design standards.
– Incorporate knowledge of planning data (e.g., census and demographic information) into relevant work products.
– Develop public presentations for community input.
– Provide advanced technical support regarding the maintenance, development, or operation of GIS databases, equipment, or applications.
– Create documentation for applications, user training materials, and quality control procedures.
– Train users on the use of GIS and related software, as well as hardware such as workstations, printers, and plotters.
– Complete special projects and other duties as assigned.

Minimum Qualifications:
– Bachelor’s degree in computer science, information systems, programming, systems analysis, geographic information science, engineering, communications, or a related field.
– A minimum of three (3) years of experience in systems analysis, computer science engineering, programming, information security management, or geographical information systems analysis.
– Equivalent combinations of education and experience may be considered to satisfy the educational and experiential requirements for this position.
