Duties

  • Serve as a Subject Matter Expert (SME) in Software Development on assigned projects, working groups, and integrated product teams (IPTs), providing senior technical direction, guidance, and leadership for the development, integration, maintenance, and operations of DLA systems.
  • Analyze critical system requirements in line with business needs, risk factors, and costs.
  • Evaluate, select, verify, and validate system software environments; choose and install compilers, assemblers, and utilities; integrate hardware and software components within the system environment.
  • Apply agile methodologies throughout all stages of the software development lifecycle.
  • Lead the development of pilots, prototypes, and minimum viable products to demonstrate solutions to customers.
  • Consult with customers to establish requirements, explore solutions, and deliver impactful business solutions in an iterative, agile manner.
  • Drive multi-agency initiatives in IT modernization focused on Artificial Intelligence (AI), Machine Learning (ML), Application Program Interfaces (APIs), and API gateways.
  • Formulate technical acquisition strategies to deliver optimal value to customers and support modernization projects.
  • Promote innovation adoption practices through partnerships, community support, learning initiatives, and resource materials.
  • Direct technical implementation of designated project segments, offering expert guidance on the rapid development of Enterprise business capabilities utilizing Commercial Off-The-Shelf (COTS) and Government Off-The-Shelf (GOTS) solutions.
  • Conduct continuous analysis and evaluations of software/hardware proposals, trends, and concepts to assess their validity in user environments and their implications regarding infrastructure adequacy, cost-effectiveness, and trade-offs.
  • Act as a technical liaison between stakeholders and project teams, facilitating feedback to enable necessary adjustments in product performance or presentations.
  • Analyze applications and systems, evaluate alternatives, design and document technical solutions, and address potential cloud capability challenges.
  • Review customer experience approaches representing best practices in the federal government.
  • Potentially serve as the Contracting Office Technical Representative (COTR), coordinating and evaluating timelines related to the acquisition of IT services, software licensing, sole source justifications, and development of technical evaluation factors for outsourced programs/projects.

Qualifications
To qualify for the IT Specialist (APPSW) position, candidates must meet the following specialized experience requirements:

  • One year of specialized experience directly related to the position, equivalent to the GS-13 level in the Federal service or other pay systems. This experience should include:
    • Leading multifunctional projects in software analysis, design, development, and implementation for new systems or substantial enhancements of existing systems.
    • Investigating, evaluating, and selecting tools and methods to enhance productivity and software quality throughout the lifecycle.
    • Planning and coordinating R&D efforts with government and contractors involved in technology advancements, upgrades, and design of enterprise systems.
    • Leading application development processes to identify and rectify weaknesses impacting cost, schedule, and performance metrics.
    • Developing solutions utilizing APIs and various low-code development tools such as SAP and ServiceNow.

Experience can include both paid and unpaid roles, such as volunteer work through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations that help build critical competencies and skills relevant to paid employment. Credit will be given for all qualifying experience, including volunteer experience.
