Job description:
Under general supervision, the Manager II – Transportation is responsible for directing, planning, managing, coordinating, and administering the programs and activities of a significant functional group or essential service area within a city department. The incumbent is accountable for ensuring the effective execution of these programs and activities.
Responsibilities include managing the methodologies, procedures, workflows, priorities, and operations of a major service function or activity within the agency. The Manager establishes and implements service goals, measurements, and performance standards that align with the agency’s governance objectives. This role involves coordinating the efforts of multiple units or sections to achieve organizational objectives, both individually and through designated managers.
The Manager evaluates the efficiency of designated processes, methods, procedures, and policies to identify areas for critical improvement. Additionally, the incumbent consults with senior management to recommend broad service strategies that align with organizational goals. A key aspect of this position is aligning operational goals with the department’s strategic plan and overseeing their implementation and effectiveness.
The Manager is tasked with implementing new techniques, procedures, and processes, as well as promoting and managing the impacts of process improvement initiatives. This role encompasses the administration of special programs and projects, ensuring legal requirements and policy interpretation are communicated effectively to managers and employees alike. The Manager also leads collaborative efforts with other division managers and department representatives to address service-related concerns and implements action plans to resolve organizational and operational challenges.
In fostering workforce development, the Manager engages in staff planning, succession and progression planning, coaching and counseling, and collaborating with employees on career advancement. Evaluation of employee performance is conducted through assignment collaboration and review of output. The Manager is also responsible for addressing employee queries regarding performance, attendance, conduct, and policy changes.
The role requires the preparation and monitoring of an annual budget and supervision of the preparation of analytical and statistical reports.
Minimum qualifications include a Bachelor’s degree in a related field, with a Master’s degree preferred for some positions. Candidates should have seven years of relevant work experience, including at least four years in professional administrative roles with supervisory or team leader responsibilities.
Equivalency of education and experience will be evaluated on an individual basis.
The selection process will involve an interview weighted at 70% and an evaluation of training, experience, and personal qualifications at 30%, totaling 100%. Additional points may be awarded for veteran status and residency within Detroit.
