Job description:

The Planning and Development Department (PDD) is actively seeking a qualified individual for the position of Planner III – Urban Design within the West Region. This role is integral to advancing PDD’s vision of establishing a premier and inclusive planning and development department that exemplifies equitable and innovative large-city planning practices.

The primary responsibility of the Planner III will be to manage projects related to neighborhood framework plans, neighborhood implementation initiatives, and/or corridor analyses within the West Region, which encompasses City Council Districts 1, 2, and 7. This position involves close collaboration with the Director of the West Region to devise, coordinate, and implement targeted strategies for the revitalization of Detroit in a manner that prioritizes collaboration and equity.

A critical aspect of this role entails leading one or two major development projects through interdepartmental, community, and Council processes, engaging extensively with both internal and external stakeholders. The ideal candidate will demonstrate strong project management skills, strategic thinking capabilities, and a solution-oriented approach to problem-solving. Effective communication across cultural and socioeconomic backgrounds is essential, along with proficiency in public speaking and writing. A solid technical background in urban design, spatial analytics, or ideally both, is highly desirable.

As a non-supervisory member of the Planning and Development Department, the Planner III will work in conjunction with the Planning Director, focusing on community planning that aligns with citywide objectives. This includes identifying community needs, resources, and challenges, and aiding citizens in making informed decisions regarding goals, policies, priorities, plans, programs, and implementation methods aimed at fostering a conducive environment for the community’s desired activities.

The core responsibilities for the Planner III encompass the following areas:

  1. Collaboration: Leading efforts in collaboration with other City departments, public agencies, local developers, political and corporate stakeholders, community-based organizations, and the wider community. Administrative tasks also fall under this duty, including managing bidding processes, overseeing consultant teams, and handling invoicing.

  2. Community Engagement: Designing and facilitating community engagement initiatives and collaborative planning processes. Methods may include in-person outreach events (such as pop-ups and walking tours), producing promotional materials (including display boards and signage), conducting surveys and analyzing feedback, facilitating town hall meetings, and creating content for social media platforms.

  3. Spatial Analysis and Graphic Production: Conducting spatial analyses on various topics including property assessments, real estate market trends, flood risk, and socioeconomic indicators. The role also includes producing analytical, diagrammatic, and illustrative graphics such as site plans and 3D models for various urban design applications.

Additional responsibilities may include:

  • Leading stakeholder collaboration and community outreach.
  • Procuring and managing consultants, ensuring compliance and contract adherence.
  • Conducting thorough reviews of development proposals and site plans for regulatory compliance.
  • Presenting findings and project updates to various stakeholders, including City Council members.
  • Performing field investigations and gathering data for research and analysis.
  • Overseeing junior planners and interns as necessary.

An ideal candidate will possess a master’s degree in urban design, city planning, environmental planning, architecture, landscape architecture, historic preservation, or a related field, coupled with a minimum of three years of relevant professional experience. Equivalent combinations of education and experience providing the requisite knowledge, skills, and abilities will be evaluated on an individual basis.
