Job description:

The Housing and Revitalization Department is actively seeking to fill the position of Community Development Program Analyst III. This intermediate-level professional role is situated within the Office of Community Development in the City of Detroit’s Housing and Revitalization Department. The Community Development division is tasked with administering a portion of the City’s Community Development Block Grant (CDBG) funding, along with programs supported by various other funding sources. Additionally, the division engages in the evaluation and assessment of the effectiveness of other Housing and Urban Development (HUD) programs.

The Community Development Program Analyst III will primarily act as an advisor to management, providing insightful evaluations regarding the effectiveness and feasibility of community development initiatives and government grant projects. The responsibilities of this position include the thorough review, assessment, and recommendation for the approval of applications related to various programs, projects, initiatives, as well as the associated grants and contracts. Program Analysts are responsible for overseeing the development, funding, and execution of community development projects and various economic development programs financed through federal and local resources.

Key responsibilities include ensuring the accurate and timely tracking of City allocated resources to maintain compliance with State and Federal regulations and program requirements. A comprehensive understanding of budgetary and financial management principles concerning long-term program planning is also essential.

Examples of Duties:

  • Organize training sessions and meetings for subrecipients.
  • Provide technical assistance to subrecipients, which includes conducting reviews and evaluations, aiding in program development and implementation, sharing best practices, facilitating skills training, and conveying expertise to enhance project reach and outcomes within the community.
  • Assist in the development and execution of new programs and projects from conception to closure, including tracking and reporting project milestones to leadership.
  • Prepare contractual documents, operating agreements, and memoranda of understanding (MOUs) for various funded initiatives.
  • Review and process reimbursement requests for compliance while assisting subrecipients with the submission of invoices into the City’s financial system.
  • Offer support to senior analysts and project managers as required.
  • Draft and evaluate Requests for Proposals (RFPs).
  • Coordinate and monitor the performance of subrecipients.
  • Track contractor performance and ensure adherence to federal, local, and state compliance standards in collaboration with subrecipients.
  • Attend meetings with governmental agencies, businesses, and community organizations as assigned, summarizing discussions and action items.
  • Lead the annual programming and coordination of the Subrecipient Training and Technical Assistance Workshop sessions, which entails sourcing technical assistance providers, planning the programming, managing registration communications, and facilitating quarterly sessions.
  • Support the Programmatic Underwriter by scheduling Subrecipient orientations and providing relevant information.
  • Conduct ongoing research on private and federal grants to identify opportunities for enhancing community development prospects within the Division.
  • Manage the content development for the Team’s City webpage and maintain updated content across all social media platforms, consistently producing high-quality media that engages the City of Detroit and its subrecipients.

Minimum Qualifications:

  • Bachelor’s degree in public administration, urban and regional planning, community and economic development, or a closely related field.
  • A minimum of three (3) years of professional experience in project management or conducting systematic reviews, analyses, evaluations, and interpretations of community development, grants, or economic development activities.
  • At least two (2) years of experience in administering and reporting on Community Development Block Grant (CDBG) funded activities.
  • Equivalent combinations of education and experience may be considered to meet the qualifications for this position.
