Job description:
This position resides within the Public Space Planning Unit of the General Services Department, which is a dedicated team focused on the planning and management of parks and greenways throughout the City of Detroit. The role requires proficiency in ArcGIS mapping, data tracking, graphic design, and community engagement. The ideal candidate will demonstrate a commitment to equity and inclusion and possess a strong interest in community building and the enhancement of public spaces. Candidates should have a background in community engagement, project management, or planning.
The Project Manager & Analytics Specialist will support the initiatives established by the department/division leader. This individual should have a solid understanding of project development and the capability to manage projects or programs from initiation to completion. Responsibilities include supporting the development and implementation of divisional goals and initiatives. This position emphasizes data analysis, and the selected applicant will work extensively with advanced data analytics to drive change and improve processes within the community.
Key responsibilities include managing various projects related to data collection, production, and dissemination as they pertain to strategic planning and organizational effectiveness. This role will report directly to a department/division leader.
Examples of Duties
- Analyze data from diverse database sources and formats for research, system design, and report generation.
- Assist stakeholders in interpreting reports, outputs, and operational interfaces, and provide guidance to enhance their functionality.
- Collaborate on the implementation of organizational goals, initiatives, and plans.
- Develop and execute initiatives aimed at improving work processes.
- Promote fact-based decision-making across the organization.
- Lead process improvement initiatives, including automation of reporting capabilities.
- Investigate and analyze proposed departmental reorganizations within the City.
- Oversee project development and execution from inception to closure.
- Present analytical results concisely to facilitate adoption.
- Generate summary reports and operational interfaces to communicate research findings to stakeholders.
- Provide recommendations to enhance business outcomes, operational efficiency, and user experience through in-depth analysis.
- Ensure high standards in Data Management practices, including quality and advanced activities (Acquisitions, Reorganizations, Advanced Data Setup, etc.).
- Track and report project milestones and status to project sponsors.
- Collaborate with the department/division leader to manage change control, ensuring consistency across the Department.
Minimum Qualifications
Education:
A Bachelor’s degree in urban planning, data analytics, project management, business, management, organizational development, or a related field.
Experience:
Project Manager & Analytics Specialist I – A minimum of one to three (1-3) years of experience in project management or data analytics.
Equivalency:
Equivalent combinations of education and experience may be considered to satisfy the educational and experiential requirements of this position.
Preferred Skills
Applicants are encouraged to have experience in the following areas:
- Community outreach, particularly with residents and neighborhood groups in Detroit.

Responsibilities and Tasks
- Engage with the community through outreach initiatives, working with local groups, and coordinating public meetings.
- Conduct data analysis and tracking, including performing equity analyses and managing parks and recreation asset data in Cartegraph (GIS-based platform), as well as tracking projects funded by the American Rescue Plan Act (ARPA).
- Create and update maps using ArcGIS and Adobe, perform geospatial analyses, and develop user maps for web and wayfinding purposes.
- Contribute to park planning efforts.
- Design graphic materials, including public presentations, flyers, newsletters, website updates, and other public communications.
