Job description:
The City of Detroit’s Department of Public Works (DPW) is seeking a qualified individual to fill the role of Project Manager IV – Complete Streets. This position is integral to the City’s efforts to enhance the safety and accessibility of Detroit’s streets for all residents, regardless of age, ability, race, or income level. The Project Manager will be responsible for coordinating diverse projects across multiple departments, divisions, adjacent municipalities, and various agencies, under the supervision of the DPW Deputy Director of Complete Streets.

In addition, the individual in this role will contribute to the ongoing initiatives of the Complete Streets team by providing design guidance on citywide projects, formulating new policies and procedures, and overseeing several programs. The position requires effective collaboration and communication with various internal departments and external stakeholders. The ideal candidate will demonstrate a strong commitment to inclusive street design, possess experience in community engagement, have knowledge of project evaluation methodologies, and be familiar with road construction practices, all while upholding a commitment to racial equity.

Candidates should have a working knowledge of the City of Detroit’s Streets for People master transportation plan, the Detroit Comprehensive Safety Action Plan, and the Detroit Street Design Guide. Familiarity with Complete Streets principles and best practices in transportation planning and design is essential, including adherence to guidelines set forth by the National Association of City Transportation Officials, the American Association of State Highway and Transportation Officials, and the Association of Pedestrian and Bicycle Professionals. Additionally, the ideal candidate will exhibit strong organizational and project management skills, along with a proven track record in these areas.

Key Responsibilities:

– Represent the department on streetscape and place-based projects, engaging in regular coordination with various City Departments including Planning and Development, Detroit Department of Transportation, Office of Mobility and Innovation, and others.
– Execute project management functions encompassing community engagement, multi-departmental collaboration, and visionary design development.
– Partner with program management consultants to ensure alignment of project designs with departmental goals.
– Facilitate the timely completion of projects by ensuring prompt reviews and responses from city agencies and utility companies.
– Lead coordination with utility service providers such as the Detroit Water and Sewer Department, Great Lakes Water Authority, Public Lighting Authority, and others, including state and local agencies.
– Represent the department in strategy planning sessions involving both internal and external stakeholders.
– Monitor consultant and overall project budgets in relation to contracts.
– Assist in grant writing and develop comprehensive grant reports.
– Proactively lead community outreach initiatives, analyze public feedback, and integrate these insights into project designs.
– Employ project management frameworks and dashboards to track and monitor ongoing project progress.
– Evaluate project successes and formulate recommendations for process improvements.
– Manage consultant contracts and work orders in collaboration with the Deputy Director of Complete Streets.
– Develop scopes of work for traffic, parking, NEPA assessments, and feasibility studies; prepare and evaluate Requests for Proposals or Qualifications as needed.
– Support the activities of work groups, design teams, consultants, and engineers to ensure effective development and implementation of place-based projects.
– Organize and attend necessary site visits, stakeholder meetings, and community engagements.

Minimum Qualifications:

Candidates must possess a bachelor’s degree from an accredited college or university in urban planning, architecture, civil engineering, public policy, or a closely related field; a master’s degree is preferred, particularly with a concentration in transportation planning and related design experience. A minimum of four to five years of professional project management experience related to urban planning, architecture, civil engineering, landscape architecture, or urban design is required. Extensive experience in reviewing engineering drawings and plans for infrastructure or facility improvements is essential. Familiarity with Complete Streets principles and best practices is also required.

The ideal candidate will be a self-motivated professional with exceptional verbal and written communication skills, capable of advancing projects from initiation to implementation while managing additional tasks as needed.
