Job description:

The selected candidate will serve as a technical authority and subject matter expert on communications issues, acting as a point of contact while ensuring they do not function as an agent or employee of the Government. The incumbent will work in close collaboration with organizational subject matter experts to guarantee that communication materials are both accurate and timely.

Key responsibilities include supporting executive engagements with internal and external stakeholders, especially at senior levels of Government. The role requires the integration of daily internal activities through the development, documentation, and adherence to established office management and administrative procedures as detailed in the organization’s Standard Operating Procedures.

The candidate will be responsible for both near- and long-term strategic planning and strategic communications in partnership with organizational leaders and external parties, such as the Department of the Army, the Assistant Secretary of the Army for Acquisition, Logistics, and Technology (ASA(ALT)), various external Program Executive Offices (PEOs), stakeholders, and relevant Government contractors.

Additionally, the role entails planning, directing, and executing strategic communication campaigns designed to resonate with targeted audiences while effectively conveying organizational guidance. The incumbent must design compelling messages and select appropriate channels for optimal exposure and impact, as well as evaluate communication outcomes for future improvements.

The position includes the creation and execution of Strategic Communication Plans specific to organizational programs, guided by leadership input, and requires briefings to senior leaders, including those at ASA(ALT) and the Office of the Chief Legislative Liaison.

Support responsibilities encompass:

  • Responding to public inquiries.
  • Managing media relations.
  • Addressing congressional inquiries.
  • Overseeing web content management.
  • Coordinating and managing events.
  • Overseeing exhibit operations.

Required Qualifications:

  • U.S. Citizenship is mandatory due to the sensitivity of the role.
  • The ability to obtain a security clearance.
  • A Master’s degree in a specialized field, along with a minimum of 6 years of pertinent experience; alternatively, a Bachelor’s degree with 8 years of relevant experience; or an Associate’s degree with 10 years of experience; or a High School Diploma accompanied by 16 years of experience.
  • A specialized degree in Communications, Public Affairs, or a related field is preferred.

  • A minimum of seven years of cumulative applicable work experience in public communications or related fields within the last decade.
  • Five years of experience supporting tracked/wheeled combat vehicle programs valued over $480 million (ACAT I), particularly in addressing media inquiries and public affairs processes.
  • Five years of experience associated with a Major Army Weapon System valued over $185 million (ACAT II) and familiarity with Army Public Affairs staff procedures.
  • Five years of experience working within the Department of Defense or with an Army Program Executive Officer/Project Manager, particularly interfacing with high-level public affairs staff agencies, including ASA (AL&T), the Office of the Chief Legislative Liaison (OCLL), and the Office of the Secretary of Defense (OSD).
  • Proficiency in Microsoft Office Suite (Outlook, Word, Excel, PowerPoint) and Adobe Acrobat for effective communication and documentation.
