Description:
Ark Solutions Inc. is seeking a Senior Business Analyst who will deliver exceptional customer service while supporting both project and work request initiatives. This role offers the opportunity to engage in ongoing projects aimed at implementing innovative IT solutions that enhance operational efficiency and public service. The ideal candidate will collaborate with subject matter experts, vendors, and stakeholders to optimize the use of current technologies.

Key responsibilities include serving as a liaison between project stakeholders and the Services Business Analyst team, providing expert facilitation in the development of strategies and requirements for future enhancements and related projects. The successful candidate will have a robust background in process analysis, requirements elicitation, gap fit analysis, and refinement for ongoing projects.

Exemplary customer service, alongside a dedication to ensuring compliance with policies and practices, are essential performance expectations. The ideal candidate will quickly familiarize themselves with applicable constraints and enablers, guiding partners towards successful outcomes for their projects and requests. Daily activities will encompass attendance at various project meetings and collaborative sessions with the BA team, where effective communication about current activities and keen listening will be critical. The role will also involve preparing and facilitating discussions with stakeholders to analyze requirements and drive consensus.

Day-to-Day Responsibilities:

  • Facilitate requirements elicitation meetings and engage in gap fit analysis and requirements refinement.
  • Review, analyze, and evaluate business systems and user needs to align systems with overarching business strategies. Demonstrate experience in business process reengineering, identifying new technology applications to enhance business effectiveness, and preparing solution options, risk assessments, and financial analyses (e.g., cost/benefit, ROI, buy/build).
  • Develop and document Functional and Technical Specifications for reporting and data warehouse initiatives. Assist with business intelligence support and enhancements, develop RFPs, and aid in the deployment and management of end-user reporting tools and platforms. Collaborate with IT and project teams to define and propose reporting and data warehousing solutions. Document and provide knowledge transfer for all solutions to the Enterprise Reporting Team.
  • Review, analyze, and evaluate business systems and user needs; formulate systems to align with overall business strategies. Leverage knowledge of relational database and client-server concepts while relying on experience and judgment to fulfill project goals. Work under general supervision, typically reporting to a project manager, and apply creativity and independent thinking to manage tasks and objectives.

Specific Position Experience Required:

  • Minimum of 7 years in business process review and documentation of requirements elicitation.
  • Minimum of 5 years in developing and/or managing user stories in Agile development projects.
  • Minimum of 2 years working directly with senior management to facilitate strategic discussions, develop roadmaps, and achieve consensus on complex issues.
  • Minimum of 2 years supporting the development of or adherence to statements of work and other work agreements/contracts.
  • Minimum of 2 years developing and implementing IT solutions for public use.
  • Minimum of 1 year involved in IT infrastructure projects.
  • Minimum of 1 year working with programs governed by state and/or federal regulations.
