Job description:
This is a unique opportunity to be part of an initiative significantly impacting community safety. The City of Columbus is in the process of establishing a public safety technologies support team comprised of analysts, project managers, cybersecurity specialists, and data professionals dedicated to advancing Mayor Ginther’s priorities in enhancing community safety, supporting first responders, and bolstering the capabilities of the Police, Fire, and 911 services.

We are looking for an experienced cybersecurity professional who has a passion for making a difference. The successful candidate will collaborate closely with personnel from Police, Fire, and 911, as well as with city and regional public safety partners, to implement technology- and data-driven strategies for emergency management, security during large civic events, and crime prevention and resolution.

The ideal candidate will possess expertise and confidence in managing high-visibility, high-impact work, aligning cybersecurity strategies with public policies or business objectives, and addressing complex governance and usage needs involving multiple stakeholders and sensitive or regulated data. They should be experienced in developing cybersecurity strategies, governance frameworks, architectures, and programs while overseeing continual enhancements. Strong written and verbal communication skills for addressing large, diverse audiences are essential.

This position represents a significant opportunity to effect meaningful change that influences many lives. Due to the sensitive and highly regulated nature of public safety systems and data, candidates may be subject to background screenings, including polygraph testing, as a condition of employment.

Under general direction, the individual will be responsible for the research, design, development, and improvement of enterprise data and/or application solutions, performing a variety of related duties as needed.

Key Responsibilities:
– Develop data and applications solutions, utilizing various software, data management platforms, database management systems, server applications, and web-based development systems.
– Collaborate with departmental personnel to analyze current operational procedures, identify issues, and specify data input and output requirements for software development.
– Assess the requirements for data and application solutions, such as licensing needs, data requirements, and interface capabilities, to determine the feasibility of designs within established timelines and budgets.
– Review new or revised business system processes and make improvement recommendations by defining the necessary hardware and software requirements; assess integration needs for data and applications and create solutions for data integration across platforms.
– Liaise with technical staff to evaluate business processes and translate them into technical specifications; design and propose enhancements to business functions and processes.
– Develop citywide data integration and management solutions; create synthesized data models and visualizations for analytical deployment that address the operational needs of the city.
– Research third-party software systems for design feasibility and compatibility with existing architecture; assess proposed hardware and software solutions and provide recommendations to management.
– Formulate and configure software systems based on scientific analysis to forecast outcomes and measure design efficacy.
– Oversee software system testing procedures, programming, and documentation.
– Provide senior consultation on database design, implementation, and administration, including security and maintenance; execute administrative tasks using software applications to manage updates en masse.
– Advise departmental personnel on technology-related issues, including data integrity, security threats, and system redundancies.
– Analyze the interface between hardware and software, assessing operational and performance needs of the software system.
– Prepare technical documentation, including reports, memoranda, and instructional manuals on system development.
– Recommend planning and coordination strategies for software system development projects to management.
– Conduct cost-benefit analyses to evaluate the effectiveness of new products and perform technical research to support new designs and system enhancements.
– Mentor analysts and senior programmers as needed.
– Engage in ongoing professional development to keep abreast of emerging technologies.

Minimum Qualifications:
A bachelor’s degree and four (4) years of experience in systems analysis, database management, applications development, or software design is required. Substitutions may apply: Valid certification such as Microsoft Certified Solutions Developer (in any track), Microsoft Certified Solutions Expert (Data Platform or Business Intelligence), or Geographic Information Systems Professional (GISP) may replace the educational requirement. Additional relevant experience may also be substituted on a year-for-year basis, while possession of a master’s degree may substitute for one year of required experience.
